Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a not a total small business set-aside. This solicitation number is RFQ1905643 and the solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-47. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 with a small business size standard of $7.0 million. This acquisition is a firm fixed price type. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Mental Health (NIMH) has a requirement for an on-site service and preventive maintenance agreement for an API 5000 LC/MS/MS System (Serial No. AG21890803) located at the National Institutes of Health in Bethesda, MD. The Period of Performance is twelve (12) months. The On-Site Service and Preventive Maintenance Agreement shall meet the following requirements: (1) Response Time: Service engineer must be on-site within two (2) business days after being notified by NIMH’s personnel; (2) Contractor shall provide priority technical support via phone or email; (3) Contractor shall provide two (2) scheduled planned maintenance visits; (4) Contractor shall provide on-site emergency visits, as needed; (5) Contractor shall perform all repairs and maintenance on the equipment in accordance with the manufacturer’s protocol. All parts installed or replaced in the instrument shall be as specified or certified by AB Sciex, LLC. in the instrument’s technical specification; (6) Contractor shall include factory certified replacement parts and software updates included at no additional cost to the Government and must include: (a) Availability of new or true factory remanufactured parts; (b) Availability of proprietary tools, including diagnostic software; (c) Labor and travel cost must be included at no additional cost to the Government. Certification of Engineers The Offeror shall provide verification that service engineers are factory trained and/or certified from the manufacturer, AB Sciex, LLC. Service engineers must have full access to AB Sciex technical developments, repair procedures, application updates and planned maintenance procedures. Offerors will be evaluated on their ability to meet technical specifications. Offers will also be evaluated on best value in relation to price. Quotations are to be sent electronically to Korriise LaRoche, Contract Specialist at larochek@mail.nih.gov. The following FAR provisions shall apply to this solicitation: 52.212-1, Instructions to Offerors--Commercial Items, 52.212-2, Evaluation--Commercial Items. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause 52.212-4, Contract Terms and Condition Commercial Items and Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
