Description
This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions-Neuroscience, Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) intends to negotiate and award a purchase order on a sole source, noncompetitive basis to Illumina, Inc. for a 12 month service/maintenance agreement for the iScan (S/N N0280), BeadStation (S/N S248) and Tecan LiHa (S/N 510000006). NIMH uses the equipment to perform genome-wide association studies in major mood disorders. Specifically, the equipment is used to process and scan high-density microarrays. The Classification Code is J-Maintenance, Repair & Rebuilding of Equipment and the North American Industry Classification Code is 811219 – Other Electronic and Precision Equipment Repair and Maintenance. The business size standard is 7.0 million dollars. The Period of Performance is 12 months. The Contractor shall provide full coverage on all instrument service parts and labor. In addition, the agreement also includes comprehensive e-mail and telephone support for the iScan, BeadStation and Tecan LiHa (instrument, applications and bioinformatics), three business days average on-site response time, software upgrades, access to on-line training modules, discounts for advanced training classes and instruction and one preventative maintenance visit per year. Illumina is the manufacturer of the iScan, BeadStation and Tecan LiHa and is the sole source provider of service agreements for these machines. These machines are highly technical with specifications which only Illumina technicians have the tools to manipulate, program and set. Illumina technicians are the only technicians that are certified to perform maintenance/repair on their equipment. The acquisition is being conducted under simplified acquisition procedures using FAR Part 13 and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
