Description
The Pension Benefit Guaranty Corporation (PBGC), a United States Government corporation and agency of the United States was created under Title IV of the Employee Retirement Income Security Act (ERISA) to administer the federal pension insurance programs and enforce compliance with the provisions of Title IV. The Pension Benefit Guaranty Corporation has a recurring requirement to obtain software development and maintenance services, and operational and production support services for the Benefit Management Applications (BMA) in support of the PBGC's Office of Information Technology (OIT) Department. Current incumbent is Advanced Technology, Inc., McLean, Virginia. The tasks to be performed under this prospective Full & Open Competition requirement includes, but are not limited to: i) support the improvement of overall system performance, improve efficiencies in improving data quality for Benefit Administration, provide more efficient processes for both Participants and PBGC staff in order to support a better customer experience by providing quality customer service for the participant; ii) support the modernization plan for Benefit Administration that includes consolidating changes and modernizing supporting applications and databases within each system to reduce the number of development and steady state projects and costs; and iii) perform services for Development, Modernization and Enhancements (DM&E) and Operations and Maintenance (O&M) support for the BMA suite of applications for PBGC to meet its mission, corporate and strategic goals and objectives. The NAICS code designated for this requirement is: 541511, Custom Computer Programming Services with a Small Business Size Standard: $25,000,000.00. The prospective solicitation for this requirement will be unrestricted as to business size (i.e., open to BOTH large and small businesses). If you are a large business and your proposal will exceed $650,000, you will be required to submit a subcontracting plan with goals for small business (SB), historically underutilized business zone (HUBZone), small disadvantaged business (SDB), woman-owned small business (WOSB), veteran-owned small business (VOSB), and service disabled veteran-owned small business (SDVOSB) concerns. For the purposes of this procurement, a concern is considered a small business if its average annual gross revenue, taken for the last 3 fiscal years, does not exceed $25,000,000.00. The resultant contract from prospective solicitation is anticipated to be of a single award, Indefinite Delivery, Indefinite Quantity (IDIQ) hybrid type contract with issuance of Cost Plus Incentive Fee (CPIF) or Firm Fixed Price (FFP) type task orders. The contract will be awarded in accordance with FAR Part 15. Basic IDIQ award will include a performance period consisting of one base period of twelve (12) months and four (4) option periods consisting of twelve (12) months each. In order to be eligible for award, all responsible sources must be registered in the Central Contractor Registration (CCR) database. Contractors can register online at the website, www.ccr.gov. The prospective solicitation and any amendments will be available through the Federal Business Opportunities (FBO) website, www.fbo.gov. It is anticipated that the solicitation will be issued on or about January 13, 2011. The anticipated award date is on or about May 1, 2011. Interested parties are responsible for monitoring the FBO website to ensure that the most up to date information is accessed. Paper copies of the solicitation and any amendments will not be distributed. Upon issuance of the solicitation, there will be an identified question and answer period. Prospective solicitation will detail instructions for pending question/answer period. The Government will not respond to Oral/written communications received by industry or prospective offerors in response to this synopsis.
