Description
The Naval Air Systems Command intends to procure and award, on an other than full and open competition basis, an Indefinite Delivery/Indefinite Quantity (IDIQ) contract, with one base year and four option years, for a total of five years with Northrop Grumman, Inc (NG), 1000 Wilson Boulevard, Arlington, Virginia 22209-2278, for the United States Marine Corp (USMC) H-1 Helicopter Upgrades Integrated Avionics System (IAS) Mission Computer (MC) and associated equipment and services. The aforementioned effort will procure a highly developed and integrated amalgamation of hardware and software systems that have been designed, developed, and manufactured by NG to control all aspects of mission performance, from flight instrumentation to weapons engagement, on the USMC UH-1Y and AH-1Z Rotorcraft. Actual MC quantities to be procured will be in accord with aircraft quantities approved by Congress. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that NG is the original designer, developer, and manufacturer of the MC and is the only source with the requisite knowledge, experience and technical data required to complete the development, manufacturing, delivery, integration, and upgrades of the IAS to meet USMC requirements. The IAS includes cockpit displays and controls, communications, navigation, and external stores and weapons management system. The system provides redundancy and backups in all critical areas of processing, displays, and essential sensors as well as maximum commonality across H-1 Upgrades platforms. This notice of intent is not a request for competitive proposals; however, any firms believing they can fulfill the requirement of providing the IAS MC and integration support services mentioned above, may submit a written response, which shall be considered by the agency. The written response shall reference solicitation N00019-11-P7-ZB078 and clearly show the firms capability, background, experience and assets necessary to perform the required work tasks mentioned above without compromising the quality, accuracy, reliability, and delivery of the products. Written responses shall be submitted by email to william.e.winters@navy.mil or mailed to Naval Air Systems Command, Attn: William Winters - AIR 2.3.1.3.12, PMA-276, Bldg 2805, 48202 Bronson Rd, Patuxent River, MD 20670 within 15 days from the notice date. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
