Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. FAR Part 13, Simplified Acquisition Procedures, are being utilized for this acquisition. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2005-47. Offerors will be responsible for obtaining related amendments to this solicitation, if any, from www.fbo.gov. It is the responsibility of each potential offeror to monitor www.fbo.gov for any amendments or other information related to this solicitation. Any communications regarding this acquisition must be made in writing and forwarded via email to Barbara Suhrie at barbara.suhrie@nist.gov and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. This requirement is being competed as a total small business set aside whereby Apple and Promise Raid authorized resellers will be the potential offeror base. APPLICABLE PROVISIONS AND CLAUSES FOR THIS SOLICITATION: The following FAR provisions and clauses apply to this solicitation: FAR 52.212-1; FAR 52.212-3; FAR 52.212-4; FAR 52.212-5, including 52.222-50, 52.233-3, and 52.233-4 in paragraph (a)(1), and the following fill-ins in paragraph (b): 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.225-13; 52.232-33. All provisions and clauses viewed at http://acquisition.gov/comp/far/index.html. Section 508 of the Rehabilitation Act of 1973, as amended, does not apply to this acquisition because the user does not interact with the EIT product directly. The National Institute of Standards and Technology (NIST) IT Security and Networking Division supports the communications network for NIST (NISTnet). This acquisition is necessary to enhance the capabilities of the network. CLINs and related requirements for this RFQ are as follows. 01. Speaker Recognition Data Server, Consisting of: An Xserve, 2.26GHz Quad-Core Intel Xeon processor (Z0FR), a OSX compatible Promise VTrak E-Class 16x (2TB HDD) (32TB) SATA RAID Subsystem (H1142VC/A), a APC Smart-UPS 3000VA XL UPS 3000 VA _ 3U 120V (SUA3000RMXL3U) and three Promise 2TB SATA Drive Module (H1143A) The XServe will be configured as: - On-board SATA/SAS Controller 065-7843 - 8x SuperDrive DL (DVD?R DL/DVD?RW/CD-RW) 065-7859 - 6GB (3x2GB) 065-7838 Accessory kit 065-7880 - One 2.26GHz Quad-Core Intel Xeon 065-7833 - Dual 750W Power Supply 065-7875 - - 160GB Serial ATA ADM @ 7200-rpm 065-7845 (Quantity 1: Unit: Each) 02. Data server expansion system Consisting of: An OSX compatible, Promise VTrak 16x (2TB HDD)(32TB) SATA Expansion Chassis (H1144VC/A) and an APC Smart-UPS 3000VA XL UPS 3000 VA _ 3U 120V (SUA3000RMXL3U) (Quantity 1: Unit: Each) BRAND NAME JUSTIFICATION: NIST Multimodal Information Group is expanding their computing infrastructure with additional data storage. The only brand of computers compatible with NIST existing infrastructure components, with respect to the hardware and software, is the Apple brand and Promise Raid subsystems. The Apple Xserve is identical to existing infrastructure and therefore installation and administration costs will be minimized. The Promise raid subsystems are expansions to existing storage units. All responsible offerors that are considered small businesses under the NAICS code 518210 and are authorized resellers are invited to submit quotations in accordance with the instructions below. Only quotes from Apple/Promise Raid Authorized Resellers will be considered for award. ADDENDUM TO PROVISION 52.212-1 - QUOTATION SUBMISSION INSTRUCTIONS Paragraph (b) below replaces paragraph (a) in provision 52.212-1. (b) Submission of quotations. Submit signed and dated quotations to the office specified in this solicitation at or before the exact time specified in this solicitation. Quotations may be submitted on company letterhead stationery, or as otherwise specified in the solicitation. As a minimum, quotations must include- (1) The solicitation number; (2) The name, address, and telephone number of the offeror; (3) Technical description of the items being offered in sufficient detail to evaluate compliance with requirements in the solicitation. Item MUST meet exact specifications as laid out in the description above. This may include product literature, or other documents, if necessary; (4) Terms of any expressed warranty; (5) Firm-fixed price for each CLIN and discount terms; (6) Acknowledgement of solicitation amendment(s); (7) Evidence that the offeror is authorized by Apple to provide the required CLINs; (8) Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Quotations that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. EVALUATION FACTORS FOR AWARD: The award will be made to the lowest priced technically acceptable authorized offeror. Offerors will be considered technically acceptable if they meet the requirements as stated above. NIST reserves the right to award a purchase order without discussions, based solely on the submission of the Contractor.
