- This is a Sources Sought Synopsis announcement. The purpose of this synopsis is to survey the market and gain knowledge of potential qualified interested sources for completing the effort relative to NAICS 488310 - Harbor Maintenance Services (except dredging). This is not a Request for Proposal. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The U.S. Army Corps of Engineers Buffalo District seeks sources for a project that will be developed as Base Year plus four (4) Option Years, indefinite delivery, indefinite quantity (IDIQ) contract to be offered to qualified small business contractors. The project customer is the US Army Corps of Engineers (USACE), Buffalo District, NY/PA Operations & Maintenance Office. The general scope of the project includes one annual removal (snagging and clearing) event of foreign debris and material (trees, branches, tires, etc.) from the Federal navigation channel and from appurtenant features of the Black Rock Channel & Lock and the Buffalo River & Harbor (e.g. log removal from culverts in the Bird Island Pier). The annual removal will take place in April or May, will be done at the direction of the USACE, and is expected to take six (6) working days or less. Disposal of debris and materials will be at the USACE confined disposal facility located at the south end of Buffalo Harbor. Strict adherence with USACE safety policy and regulations will be required of the successful contractor, including those found in EM 385-1-1, Safety and Health Requirements Manual. One to three additional mobilizations of 2 days each are anticipated each year for the life of the contract. This work could be ordered at any time of year and will be to snag and clear foreign debris and material (trees, branches, tires, etc.) from the area previously described, as the need arises. These additional mobilizations may also be for the purpose of loading, transporting and delivering several ton concrete blocks or stone, and other marine work in support of USACE projects. Offeror's response to this Synopsis shall be limited to 8-12 pages and shall include the following information: -Offeror's name, address, point of contact, phone number, and e-mail address; -Offeror's small business designation (e.g. HubZone, SDVOSB, 8(a), etc.); -Commercial and Government Entity (CAGE) Code, (if available); -Offeror's interest in bidding on the solicitation once it is issued; -Offeror's capability to meet the requirements; -Offeror's capability to perform a contract of this complexity, comparable work perfomed within the past 5 years, including a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project; -Please also include (if possible) a description of the approach/team/method that has been successfully used by the offeror in the past including the level of hours expended, team members; and any additional information that would assist in pricing this effort. Interested Offerors shall respond to this sources sought Synopsis no later than 4:00 PM (EST) on 06 January, 2011. Email is the preferred method of replying to this synopsis.
