Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number, W91243-11-T-0004, is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2005-47. This is a small business set-aside referencing NAICS code 611519 with a size standard of $6,500,000.00. This requirement is for a firm fixed priced contract for the following services. The Nebraska Army National Guard (NEARNG) is a military organization tasked with defending and supporting state and federal missions. The NEARNG requires on-site class room training in the fundamentals of fire fighting. The course purpose is to train a select group of NEARNG soldiers firefighting theory and techniques. No classes require live fire training. The scope of the training will provide training classes as follows: A. Institution, instructors, and course of instruction must be nationally accredited and certified by the International Fire Service Accreditation Congress (IFSAC) or National Professional Qualifications Board (Pro Board( in accordance with Department of Defense (DOD) 6055.06-M, DOD Fire and Emergency services Certification Program. Certification to be provided before contract award. B. Training will be conducted at Camp Ashland Training Site, Ashland Ne, located in eastern Nebraska. The NEARNG will provide training facilities and support equipment. C. Training will start on 1 February 2011. Training will need to be completed by 30 March 2011. D. Contractor will provide all training manuals, required handouts, and certification evaluations. E. Delivery of instruction will be on a daily basis and conclude with testing commensurate with the Standards of National Fire Protection Association. F. All registration, certification, and administrative fees associated with the course delivery will be included in the program cost. G. Contractor will conduct the training and provide to the NEARNG Fire Chief documentations showing successful completion of the training meeting the DoD standards. Price per individual Item 0003: Mobile Water Supply Apparatus - 14 Individuals. Price per individual Item 0004: Fire Officer I Training - 14 Individuals. Price per individual Item 0005: Fire Instructor I Training - 14 Individuals. Price per individual Item 0006: HAZMAT Incident Commander Training - 14 Individuals. Price per individual Item 0007: Fire Officer II Training - 15 Individuals. Price per individual Item 0008: Fire Inspector I Training - 15 Individuals. Price per individual Item 0009: Fire Inspector II Training - 15 Individuals. Price per individual Item 0010: Travel- Airfare Costs and Rental Car Costs for duration of training. Item 0011: Lodging and Meals per Federal Travel Regulations for duration of training. The Provision 52.212-1, Instructions to Offerors -- Commercial, 52.212-4, Contract Terms and Conditions -- Commercial Items, and 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items applies to this acquisition. Provision 52.212-2, Evaluation -- Commercial Items applies to this RFQ and technical capability, price and past performance are the specific evaluation criteria. All offerors will complete a copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with their offer. 52.232-18, Availability of Funds. Offers are due 12 January 2011 no later than 1:00 p.m. CST (local time) at the USPFO for Nebraska, 1234 Military Rd, Lincoln NE 68508.
