Description
--The Site Visit requirement has changed from "Mandatory" to "Requested". --The Site Visit as a "Evaluation Factor" per the solicitation is no longer an evaluation factor. So no one will be evaluated if they do or do not show up to the Site Visit. With that in mind, there is no requirement to turn in a Base Access Roster by 20 DEC 2010 (for the Site Visit only) if you were not planning on attending the Site Visit. If you are attending the Site Visit, then it still is in affect. You will still be required to submit a Base Access Roster if you are awarded the contract in order to get on the base and perform the work under the contract. --If you do not come to the Site Visit, you may still submit your proposal. However, since this is a Firm-Fixed Price contract, the Government is not responsible for any increased costs after the award of the contract due to the company not assessing the Site properly. --The Response date for your proposal has been changed from 24 JAN 2011 to 31 JAN 2011. --The award of the contract has been changed from 31 JAN 2011 to 7 FEB 2011. --The Base Access Roster for all personnel both main and subcontractors that are going to be on site working will need to be submitted on 11 FEB 2011. --The following Clauses are being added to the solicitation: 52.237-1 Site Visit (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. --52.237-2 Protection of Government Buildings, Equipment, and Vegetation (APR 1984) The Contractor shall use reasonable care to avoid damaging existing buildings, equipment, and vegetation on the Government installation. If the Contractor's failure to use reasonable care causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.
