- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. The Request for Quote number is RFQE011910 and is being conducted as a 100% small business set aside. The North American Classification System Code is 334220; the size standard is 750 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-47. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. This RFQ is for Brand Name or Equal in accordance with FAR Provision 52.211-6 (Aug 1999). Substitute brands may be provided if they perform the same function. If quote is for an equal product, specifications of the items must be included with the quote. Products equal to Brand Name must be accompanied with verifiable references. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent upon the interested party to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the proposed equal item(s). The Federal Bureau of Investigation (FBI) has a requirement for a one time fixed price purchase of the following products manufactured by Harris: •1. IX-ACS-167-ACC ACS T1 Mux Single RJ48C AC RJ48C; Quantity: 36 •2. IX-ACS-167-ACC ACS T1 Mux Single RJ48-C AC; Quantity: 14 •3. IX-DS-961DG Five Port M/Rate RS-232: Quantity: 50 •4. IX-MA-404 5 Port RS232 Interface, RJ11 Connectors; Quantity: 50 The Justification for Brand Name or Equal is based on compatibility. The FBI has deployed an extensive quantity of Harris T1 channel banks in support of telecommunications connectivity for the FBI's Land Mobile Radio System (LMRS). The Harris ACS-167 T1 channel bank is electrically similar to the Harris ACS-163 T1 channel bank and both will accommodate and operate with the same resource modules, i.e., DV-600, DS-961DG, VF-25s, Nx64 and CM-5RB T1 Interface cards, but with the smaller ACS-167 having fewer resource mounting slots available for modules, given that it is a single rack high unit and quite smaller than the ACS-163 unit. The Harris T1 channel banks (ACS-163/167) enable the FBI to transport Sensitive But Unclassified (SBU) radio communications within various FBI divisions. The Harris ACS-163/167 multiplexer platforms are utilized to ensure compatibility with existing FBI owned Harris Corporation T1 multiplexers interface modules and specifically the Harris DV-600 circuit cards which the FBI utilizes to transport SBU encrypted voice employing 12Kb/s digital voice privacy (DVP) radio communications. The extensive quantities of DV-600, owned by the FBI, will only interface and operate within a Harris T1 channel bank shelf. The necessity to deploy additional T1 circuits as utilized to support the LRMS requires the procurement of fully compatible Harris T1 channel banks and T1 Redundant Common Modules as identified above. Delivery of items shall be within 30 days After Receipt of Order (ARO). Destination: FOB: FBI Engineering Research Facility, Quantico, VA 22135. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. In the event of a conflict of the terms and conditions of the Governments contract, the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Addendum to 52.212-1, Modify (b) Submission of Offers to read as follows: Quotes shall be submitted by email to Mrs. Margaret D. Einspahr, Contracting Officer, margaret.einspahr@ic.fbi.gov, no later than December 30, 2010, 10:00 am EDT. Add the following to 52.212-2 Evaluation (a): The following factors shall be used to evaluate offers: Low Price Technically Acceptable. Quotes shall be clearly marked RFQE011910. Offerors are hereby notified that if their quotes are not received by the date, time and location specified in this announcement, it will not be considered. All responsible sources may submit a quotation which shall be considered by the agency. The awardee shall be registered in the Central Contractor Registration databases as required under FAR 52.204-7 (Apr 2008) prior to receiving an award.
