Description
This Pre Solicitation Notice is for the Design-Build/Site-Adapt of the ANA 2-209th Kunduz Garrison Upgrades & ANA 6-2-209th Infantry Kandak at Kunduz Province, Afghanistan. The project consists of the design, materials, labor, and construction of various infrastructure and support upgrades to include: Exterior Perimeter Road, Interior Road Paving, Water Well, Waste Water Reuse Fill Station and Distribution System, GSU Barracks, RCC Facilities, Transient and MP Barracks, Ammunition Supply Point (ASP), Helicopter Landing Zone, Sport Field and Track, Vehicle Maintenance Facility, MWR Facility, Personnel Bunkers, DFAC and Storage Yard, Literacy Training Facility, Parade Field, and Infantry Kandak includes: Infantry Battalion HQ, Barracks, Training Building, Small Arms Storage, Motor Pool Area, Battalion Storage Building, Vehicle Maintenance Building, MWR Facility, POL Storage Building, and Personal Bunkers. The dollar magnitiude for this project is between $25,000,000 and $100,000,000. The period of performance for this acquisition is 410 calendar days from issuance of Notice to Proceed (NTP). The performance period shall consist of two Phases. Phase 1 Scope of Work shall be completed and approved for occupancy within 250 calendar days from NTP. The remaining or Phase 2 project scope of work shall be completed and approved for occupancy within 410 calendar days from NTP. Phase 1 - shall be completed within 250 calendar days following NTP which includes the following: Site Survey & Geotechnical Investigation Site Demolition, Grading and Drainage Water Well, Storage Tanks and Related Piping & Appurtenances All Barracks: Officer, NCO, Combo NCO/Enlisted and Enlisted All Latrines: Large and Small Connections of the Barracks and Latrine Buildings to the Site Water, Electrical Power, Communications Distribution Systems and Site Sanitary Sewer Collection System Phase 2 - shall be completed within 410 calendar days of NTP and consists of all remaining work which includes the demolition and removal of all temporary facilities. The contractor will be authorized to work 24 hours per day, 7 days a week. Award will be made to one (1) Offeror who is deemed by the Government to be responsible in accordance with Federal Acquisition Regulations (FAR), conforms to the solicitation requirements, and whose proposal, judged by an overall assessment of the evaluation criteria and other considerations specified to the pending solicitation, represents the best value to the Government. The source selection process to be utilized for this acquisition is Best Value Trade-off. The submission requirements and evaluation criteria will be defined within the Solicitation. In general, Offerors must demonstrate experience in designing and constructing at least two (2) same or similar facility projects completed in the CENTCOM Area of Responsibility and valued at over $15,000,000. The Offeror will also be required to provide information about the Offerors experience, management, key personnel, past performance and proposed construction schedule. SPECIAL NOTE (S): NOTE 1: The Offeror must show evidence for obtaining adequate financial resources for a project of this magnitude. NOTE 2: The Offeror must show evidence for procuring 3 steel roller machines to perform this project upon issuance of NTP. NOTE 3: The Offeror must show evidence that he is able to purchase materials within a timeframe that will meet the project completion date. Solicitation W5J9JE-11-R-0021 will be issued on or about January 22, 2011. The solicitation and any amendments will be posted through the Army's Single Face to Industry (ASFI) to the Federal Business Opportunities (FBO) website at: http://www.fedbizopps.gov. It shall be each contractor's responsibility to check the FBO website for the solicitation and any amendments.
