- The United States Department of Transportation, Research and Innovative Technology Administration (RITA), John A. Volpe National Transportation Systems Center (Volpe Center) is supporting the Federal Highways Administration's Office of Natural and Human Environment in requiring an expertise on issues related to noise and local air quality in the vicinity of highways and communities near highway transportation. The Volpe Center, in support of the Federal Highway Administration, seeks a contractor to provide technical support to the Volpe Center on transportation environmental impact measurement, modeling, and measurement-related activity (e.g., instrumentation evaluation and assessment of measurement procedures) pertaining to noise, air quality, and economics at transportation modes such as airports and highways as well as to transportation emissions standards and the continued development of certification-based procedures, technical specifications, and recommended practices. A detailed statement of work will be set forth in the Request for Quotation (RFQ). The complete RFQ will be issued on or about December 28, 2010. The applicable North American Industry Classification System (NAICS) code for this requirement is 541330 and the small business size standard is $4.5M. This procurement will be conducted in accordance with FAR Part 13, Simplified Acquisition Procedures, as a small business set-aside. The Volpe Center uses electronic commerce to issue RFQs and amendments to RFQs. Paper copies of these documents are not available, and hard copies will not be mailed. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) website..Potential offerors desiring to receive electronic notification of the solicitation posting and availability for downloading must register on FedBizOpps.. Contractors are warned that when they register to receive solicitations, amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. All contractors must be registered in the Central Contractor Registration (CCR) in order to receive an award from a DOT Agency. Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online through the Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of the Representations and Certifications required by the Federal Acquisition Regulations. This notice is for informational purposes for Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
