- The United States Army Corps of Engineers USACE Afghanistan Engineer District - South AED-S, Kandahar, Afghanistan will issue a solicitation for a Fixed Wing Support Services FWSS on behalf of the Afghanistan Engineer District - South. The proposed requirement is to obtain a Fixed Wing FW Aircraft Support Contract for the USACE. The Contractor providing such support services shall provide one 1 safe, operable fixed wing FW aircraft and associated services to support the USACE AED-S missions. The Contractor shall provide one type of aircraft that would be available to operate out of Kandahar Air Field KAF, Afghanistan within 24 hours of notification. The Contractor shall submit the aircraft type and performed characteristics of the proposed fixed wing aircraft in accordance with the proposed support services contract. The aircraft provided under the contract shall be capable of flying a minimum of 90 hours monthly with a minimum of 12 passengers per flight. The minimum total hours requested for the FW aircraft under the proposed contract would be 1,000 hours per contract year. The Contractor will charge AED-S based upon actual flight time only, tracked to the tenth 0.1 of an hour. The contractor shall include but not limited to the following: a flight crew, ground crew, security personnel, all maintenance personnel, fuel, an operations center, internal ground transportation, all maintenance parts and other required logistics, and lodging/life support for aircraft and support personnel located at KAF. The FW aircraft shall be used to transport personnel, baggage, and cargo around the country of Afghanistan. The contractor shall either have Commercial Airlift Review Board CARB certification from the United States Transportation Command USTRANSCOM or achieve CARB certification within 6 months after being awarded a Department of Defense DoD contract IAW Department of Defense Instruction 4500.53.3. This effort is classified through the North American Industry Classification System NAICS under 481211, Non Scheduled Charter Passenger Air Transportation. No contract award will be made until appropriated funds are made available. The solicitation will be available in FEDBIZOPPS. Contracting Procedures - The solicitation will be a Request for Proposal RFP. Contract award will be based upon a best value analysis of all proposals. The Request for Proposal will contain complete evaluation criteria. The acquisition will result in a single firm fixed price services contract awarded based on a best value determination. The period of performance will be for one base year and two one year option periods. Acquisition Time Line - The RFP will be issued on or about 11 January 2011. No information regarding site visits is available at this time. Offerors must register in the Central Contractor Registration (CCR) at www.ccr.gov prior to submission of proposals.
