- PURPOSE: The Nashville District U. S. Army Corps of Engineers intends to issue an Invitation for Bid (IFB) for a firm fixed price construction contract for improvements to the Metro Center levee, a Cumberland River Basin Local Flood Protection Project in Davidson County, Tennessee. PROJECT DESCRIPTION: The construction contract consists of the following activities: a. Tree Removal. (1) Riverside. Remove of all trees within 20 feet of the toe of the levee. (2) Land side. Remove of all trees within 15 feet of the toe of the levee or up to existing levee easements. b. Railroad Closure. Modify the existing railroad closure structure to a permanent closure structure. c. Fox 17 Levee Shift. Shift the center line of the levee behind Fox 17 to eliminate a landside slope stability issue. d. Repave the Greenway. Stabilize the base with a cement mix and put a pavement finishing layer on top. e. Repair Slope Damage. Two spots of slope slipped during the May flood event. The first area is located two hundred yards downstream of I-65 trailhead and the second is next to the 1st floodwall going downstream. Both areas occurred on the landside and appear to be a slide of the topsoil on top of the clay core. Contract Option: Inland I-65 Levee The Government may exercise an option to create a section of Levee near the inland I-65 bridge, as shown in the Contract Drawings. This project description is not intended to be all encompassing in the descriptions. NAICS AND SIZE STANDARD: The NAICS code for this project is 237990 with a small business size standard of $33,500,000. COMPETITION: IFB W912P5-11-B-0002 shall be unrestricted to promote full and open competition. The Government intends to award without discussions. The project specifications and project location will be defined in the Solicitation document. The solicitation will require a bid guarantee. The Contract will require payment and performance bonds for 100% of the contract price. Offerors must have sufficient bonding capacity. DISCLOSURE OF THE MAGNITUDE OF THE CONSTRUCTION PROJECT: The disclosure of magnitude range is between $1,000,000 and $5,000,000. SOLICITATION RELEASE DATE: The anticipated release date for IFB W912P5-11-B-0002 is on or about January 14, 2011, with a projected bid submission date of February 15, 2011. CENTRAL CONTRACTOR REGISTRATION (CCR): Offerors must be successfully registered in the CCR, www.ccr.gov, in order to receive a Government contract award. ONLINE REPRESENTATIONS AND CERTIFICATIONS APPLICATION (ORCA): ORCA is an e-Government initiative that replaced the paper based Representations and Certifications (Reps and Certs) process. Offers must have their Reps and Certs available online in ORCA, https://orca.bpn.gov, prior to receiving a Government contract award.
