Maintenance Aviation Advisor Issuance Date: 11/24/2010 Closing Date: 1/14/2011 SOLICITATION NUMBER: PSC-11-004-INL SUBJECT: Solicitation for Personal Services Contractor (PSC), Department of State, Bureau for International Narcotics and Law Enforcement Affairs. The United States Government, represented by the Department of State, is seeking proposals (OF 612's) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-11-004-INL ISSUANCE DATE: 11/24/2010 CLOSING DATE/TIME SPECIFIED: 1/14/2011 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: Maintenance Aviation Advisor MARKET VALUE: FS-03/02 (Equivalent to GS- 13/14) PERIOD OF PERFORMANCE: One year from date awarded PLACE OF PERFORMANCE: Bogota, Colombia JOB DESCRIPTION: See below STATEMENT OF DUTIES GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR Background: This position is located to the U.S. Embassy/Narcotics Affairs Section (NAS) in Bogota, Colombia. The position provides planning, maintenance support, and contract oversight for the Colombian National Police (CNP) Aviation program and its fleet of Department of State DoS / INL aircrafts. The end game of the Counter Narcotics (CN) Aviation Program in Colombia is the curtailment of the supply of illegal drugs from Colombia through aerial and airmobile eradication of drug corps, interdiction of refining laboratories and trafficking activities, and related enforcement operations. Purpose: The purpose of this Personal Services Contract (PSC) position is to provide an Aviation Maintenance Advisor for the CNP Aviation Program. The incumbent serves as in-country aviation maintenance advisor to assist the Senior Aviation Advisor for the ARAVI Program in Colombia by providing aviation maintenance oversight for both rotary wing and fixed wing aircraft, including Quality Control, Production Control and armament expertise for program implementation, direction and execution oversight. The incumbent advises/oversees and assists in the development, coordination, and implementation of all aspects of aircraft and aircraft related equipment maintenance, Quality Control, Production Control, and logistical support systems, procedures and plans in support of counter-narcotics operations. The Aviation Maintenance Advisor reviews, develops, implements and/or contributes to a wide variety of plans, policies and procedures for supporting INL assets. The incumbent is supervised by the ARAVI Senior Aviation Advisor; however, the individual exercises some latitude for independent action and refers unusual or unique actions to the aircraft factories or supporting companies. Complete work is reviewed for timeliness and effectiveness. Duties and Responsibilities: a. Perform oversight and evaluation of contractor aircraft maintenance, maintenance training and logistics programs. This oversight includes, but is not limited to reviewing contractor maintenance and logistics procedures, and monitoring contractor maintenance and logistics operations. Submits periodic written evaluations of the contractor's activities, and provides comprehensive award fee input to the Senior Aviation Advisor regarding contractor activities related to maintenance and logistical support for inclusion in the monthly award fee evaluation; b. Assists the Senior Aviation Advisor in directing and coordinating both fixed wing (DC-3, C-208, C-26) and rotary wing maintenance (Bell 212, UH-2, UH-60L) and logistical support within Colombia for the purpose of destroying opium poppy crops and coca through aviation support in the eradication effort and providing maintenance, maintenance training and logistical support for the program. c. Develop, coordinate, organize, and implement comprehensive aircraft maintenance and logistical support systems and procedures for the NAS. These operational systems and procedures include, but are not limited to the Department of State Maintenance manuals, ARAVI SOP's, INL Standard Operating Procedures for counter-narcotics operations in Colombia, and Deployment procedures in support of host nation operations throughout Colombia. Oversee the Maintenance Test Pilot Standardization Program in Colombia. d. Provide general direction and guidance to the contractor and host nation aviation maintenance and logistics activities and personnel for providing adequate assets in support of destroying opium poppy, and interdicting the flow of the finished narcotic products into the United States. This activity includes, but is not limited to, planning and coordination with U.S. Department of Defense, Department of State, other federal agencies, and host nation agencies for providing maintenance and logistical support to the aerial eradication and interdiction operations. e. Collect, review, and disseminate data on aviation maintenance and logistics management policies/procedures in support of the counter-narcotics mission of the ARAVI/NAS. f. Performs duties as a Government Technical Monitor and evaluates contractor performance. Develops of Statement of Work, Independent Government Cost Estimates, Quality Assurance Surveillance Plans, and Request for Proposals. Perform duties as a member of the Technical Evaluation Panel. Minimum Qualifications: 1. Must be a U.S. citizen, and able to obtain a Department of State (DoS) security clearance and medical clearance. 2. In depth knowledge and experience as an Aviation Maintenance Supervisor in a medium to large Aviation Organization of the U.S. Armed Forces or U.S. Civilian Agency/Corporation. 3. In-depth knowledge of Aviation Maintenance and Logistics Support Programs, to include maintenance/logistics plans, procedures, and related documents. 4. In-depth knowledge of U.S. Federal Aviation Regulations as they relate to aircraft maintenance and logistical support. 5. Level Three (3) Spanish both written and spoken is required (good working knowledge). 6. Broad knowledge of and experience as a staff officer in a medium to large aviation organization, related to the formulation of plans and policies pertaining to aircraft maintenance, and logistics management. 7. Should have a basic knowledge of command communications, government intelligence procedures, aircraft maintenance, and logistics management procedures. 8. Certified in FAA Airframe and Power plant mechanic is highly desirable. 9. Experience as a military or a commercial rotary wing Maintenance Examiner is highly desirable. 10. Ten (10) years of experience in aircraft maintenance, of which five (5) were as a supervisor in either civil or military aviation programs. 11. Experience in turbine powered fixed wing aircraft maintenance is highly desirable. 12. Experience in aircraft maintenance as a quality control supervisor in either a large civil or military aviation program is highly desirable. 13. Knowledge of armament systems is desirable. 14. Knowledge of and skill in operation of desktop computer based word related documents. 15. Basic knowledge of U.S. Federal Aviation Administration regulations, including, but not limited to FAR Part 1, 61, 67, 91, 135, 137, 141, 143, and 830. 16. Possession of a current US FAA Commercial Pilot Certificate Rotorcraft, Helicopter Instrument and/or Airplane, Single/Multi-Engine Land with Instrument rating. 17. Basic knowledge of FAA Aviation Safety regulations and procedures, OSHA regulations, and experience as a military/civil aviation safety officer or formal training/education is highly desirable. 18. Basic knowledge of tactical employment of fixed and rotary wing aircraft in a counter-narcotics operation, including capabilities, limitations, and techniques of employment of aircraft used by the Office of Aviation. 19. Proficient in Microsoft Office Suite. Complexity: a. Assignments include analysis of all facets of aviation maintenance management and involve a fleet of fixed wing and rotary wing; tactical, and transport aircraft, which function within an integrated program of diverse counter-narcotics missions. These missions include aerial eradication, aerial interdiction, forward area aerial re-supply, replenishment, sustainment, and host nation aviation training. b. Incumbent must apply specialized and professional knowledge to oversee maintenance standardization of aviation support contractor, host nation mechanics, and maintenance test pilots operating under the DoS program in Colombia and at multiple forward operating locations. c. The incumbent will oversee multi-national/multi-cultural mechanic and maintenance test pilot training programs, plans, policies, and procedures for the Office of Aviation, coordinates recommendations from staff officers, consults with the Senior Aviation Coordinator and the Director of Operations, Office of Aviation regarding ongoing projects, provides guidance to Standardization Pilots, and contractor and host nation Aviation Unit and PASA operations personnel, and oversees implementation of the program. d. The incumbent performs continuous analysis of interrelated issues of effectiveness and efficiency affecting the Office of Aviation's aviation program that will improve flight safety of aviation operations in support of the counter-narcotics mission. Physical Demands: The work is both physical and sedentary, in nature. Involves activity at both the main office location and in the field. Will require physical exertion and dexterity and must be able to perform fieldwork in remote areas for extended periods without assistance. Work Environment: The work is conducted in an office or aircraft hangar with extensive travel to the field for meetings, conferences, activity reviews, and field inspections and or program evaluations. Field sites in Colombia have been declared hazardous duty locations by the Department of State, due to hostile activities of the narco-traffickers and therefore pose significant risk to the incumbent. Evaluation Criteria: Factor 1: Offeror's experience and knowledge in developing, coordinating, organizing, and implementing comprehensive aircraft maintenance and logistical support systems and procedures. Offeror's demonstrated experience in performing oversight and evaluation of contractor aircraft maintenance, maintenance training and logistics programs. (30%) Factor 2: Offeror's demonstrated experience in managing maintenance test pilots and developing a maintenance test flight program. (25%) Factor 3: Offeror's experience in directing and coordinating both fixed wing (C-26, C-208, and DC-3) and rotary wing (Bell 212, UH-2, UH-60) maintenance and logistical support and in providing maintenance, maintenance training and logistical support for programs. (25%) Factor 4: Past Performance: Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references. (20%) 2. COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. 3.
