- This is a pre-solicitation notice to notify contractors that the Government is contemplating advertising a solicitation in the near future for a requirements contract at Travis AFB, CA. This is not a request for proposal and there is no solicitation package available at this time. The project is to perform Sanitary and Storm Sewer Repair, at various locations on Travis AFB, CA utilizing delivery orders which identify the work to be accomplished in accordance with specifications and drawings provided. Contractor will be required to provide all materials, labor, equipment, and transportation including but not limited to excavation and replacement of pipe, connect new Sanitary and Sewer System to existing system, bury and mark new pipe in accordance with Federal, State, and Local laws and standards. The solicitation will be a Request for Proposal (RFP), Price Performance Trade-off (PPTO) solicitation. The proposed project is HUBZone competitive set-aside. Award will be the Best Value to the Government in accordance with FAR 15. The Government reserves the right to award a contract to other than the low offeror. There will be no public opening. The NAICS Code for the project is 237110. The magnitude of this project is between $5,000,000 and $10,000,000. The period of performance will be a basic period from 1 April 11 or Date of Award through 31 March 12, and three option years. The responsible offeror must be CCR registered to receive an award. The closing date and time for submission of offerors will be on or about 15 Feb 11 at 10am; the actual date will be in the solicitation package on www.fbo.gov. The solicitation package will be available from download from FedBizOpps at www.fbo.gov on or about 13 Jan 2011. The government will not provide paper copies of the solicitation or unofficial plan holder list. The Interested Vendors List will be available on www.fbo.gov after solicitation posting based upon the submission of email notifications of firms indicating their interest in the project. Telephone, written, facsimile, or email request for the solicitation package or unofficial plan holder list will not be honored. Potential offerors are responsible for monitoring the ww.fbo.gov for the release of the solicitation package, for any other pertinent information, including information about the site visit, and for downloading their own copy of the solicitation package. NOTE: The response date cited above is an estimate, not an actual. This notice does not obligate the government to ward a contract nor does it obligate the government to pay for any proposal preparation costs.
