Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE AT THIS TIME. A Market Research is being conducted to determine small business, 8(a), service disabled veteran owned small business (SDVOSB) and HUBZone interest in the following construction project. The solicitation number for this announcement is TBD, entitled Bus Service for Student Transport at Naval School Explosive Ordnance Disposal (NAVSCOLEOD) Eglin Air Force Base (AFB), Florida. The Naval Facilities Engineering Command Southeast (NAVFAC SE) located in Jacksonville, FL will be the procuring agency for this project and intends to ultimately award a Firm Fixed Price (FFP) Indefinite Delivery-Indefinite Quantity (IDIQ) contract in the dollar amount of between $1,000,000 and $5,000,000. The contract will consist of a 12 month base period plus four 12 month option periods. Contract NTE 60 months performance. Anticipated award date is March 2011. Project Description: Provide buses and drivers to support students onboard NAVSCOLEOD at any given time. Buses will be required to be driven on improved/paved as well as unimproved/unpaved road for the following scheduled routes: - Daily transports 450 students Monday through Friday from Eglin AFB, FL -Building 845, to Building 8840, Range D51. Depart by 5:00 a.m. Total distance is 12 miles one way. Time is subject to change per training hours. No transportation requirements anticipated for weekends, but may be required to make up training days lost due to weather or other disasters. - Daily transports 450 students Monday through Friday back to Eglin AFB, FL -Building 845 from Range D51. Return runs are scheduled for 1:30 p.m., 2:30 p.m., 3:30 p.m. and 4:45 p.m. Total distance 12 miles one way. Time is subject to change per training hours. No transportation requirements anticipate for weekends, but may be required to make up training days lost due to weather or other disasters. - Daily transportation for student work groups Monday through Friday at 8:15 a.m. from Eglin AFB, FL - Building 845 to Building 8840, Range D51. Approximate number of students in working party is 36. Total distance is 12 miles one way. No transportation requirements anticipated for weekends, but may be required to make up training days lost due to weather or other disasters. - Pick-up students during inclement weather at various buildings located at Range D51 and transport to Building 8840 Dining Hall for breakfast and/or lunch. Estimated travel distance 5 miles round trip. Approximate number of students from each building is 75. No transportation requirements anticipated for weekends, but may be required to make up training days lost due to weather or other disasters. - Transport approximately 50 students from Range D51 to the outer ranges and remain on site for the duration of the 5 hour training. Return students back to Building 8840 when training is complete. Outer ranges consist of: (1) Range C52 West which is approximately 3 miles one way from Building 8840. Training conducted 3-4 days per week, Monday through Friday. (2) Range C52 North which is approximately 5 miles one way from Building 8840. Training is conducted 2-3 days per week Monday through Friday. No transportation requirements anticipated for weekends, but may be required to make up training days lost due to weather or other disasters. - Provide transportation for various training evolutions on the Command ™s Training Day. Normal training schedule is the first Tuesday of each month Maximum distance traveled would be 25 miles transporting 200 to 500 students (transport could be accomplished in two scheduled trips, to minimize number of vehicles required) Students vary depending on average students on board. - Provide transportation for International Student ™s Field Studies Program once a month. Approximate number of students transported will be 25 students. Various destinations include Ft. Walton Beach, Pensacola and Panama City, FL. No transportation requirements anticipated for weekends. - Provide 25 Navy students transportation to and from NAVSCOLEOD onboard Eglin AFB, FL to Naval Diving and Salvage Training Center located at Panama City, FL. Training scheduled once every 6 weeks. Exact time varies as designated by the Training Officer. Approximate distance is 75 miles one way. No transportation requirements anticipated for weekends. - Provide transportation for approximately 600 students to attend Annual Safety Stand Down once a year. Actual number of students will vary depending on average number onboard. Training is typically held at the Emerald Coast Conference Center, Ft Walton Beach, FL. The location could be subject to change depending on availability. It is approximately 13 miles from Eglin AFB, FL to Emerald Coast Conference Center in Ft. Walton Beach, FL. (Transport could be accomplished in two scheduled trips, to minimize number of vehicles required). Training is scheduled on a week day. No transportation requirements anticipated for weekends. - Provide student transportation from practical training areas Monday through Friday to safe locations when thunderstorm/lighting is present and during other inclement weather conditions. Typically students are picked up from practical training areas when placed on lighting hold status for an extended duration. Estimated travel distance would be 5 miles round trip. Approximate number of students from each training area would be 75. No transportation requirements anticipated for weekends, but may be required to make up training days lost due to weather or other disasters, etc. The NAICS code for this solicitation is 485113 Bus Service. The Small Business Size Standard is $7,000,000. The government is only seeking a 2 to 3 page (this does not include the CCR registration) response. The information which must be contained in your response is as follows: 1) Name and address of company; 2) Point of contact with phone number and email address; 3) Business size and socio-economic program (HUBZone, 8(a), SDVOSB, etc); 4) Evidence of registration in CCR and provide CAGE Code and DUNs Number In addition to the general information above, interested offerors must provide the following specific information: 5) List three projects awarded to your company that were completed in the last five years for similar types of projects for which you were the prime contractor. If you do not have such experience, list experience which you feel is directly relevant and explain in no more than one paragraph per project why we should consider it. 6) For the projects above should be, at a minimum $1 Million. If they are not, identify the dollar value and explain in no more than one paragraph why we should consider it. 7) Were you the prime contractor on each of the projects listed in #6 above? If not then state your role and percentage of the work you completed on that project. 8) Are you affiliated with any other Small Businesses, Joint Ventures or have a formal Partnership arrangement? If so then provide name(s) of these companies. Negative response is required if this does not exist. Respondents will not be notified of the results of the evaluation. However, NAVFAC SE will utilize the information for technical and acquisition planning. All proprietary information not to be disseminated in Government documents must be clearly identified. Since this is a sources sought announcement only, no evaluation letters and/or results will be issued to the participants. This market survey is issued to determine whether or not this project should be set aside based on sufficient responses indicating an interest in proposing on this work if it is set-aside. Your response to this sources sought announcement must be received by 3:00 pm ET on 14 December 2010 and may be received electronically.
