Posting Type: Sources Sought Notice Posting Date: November 29, 2010 Response Date: December 13, 2010 Reference: AB133F-11-RP-0036 Title: Manufacture of Oceanographic Research Buoys for use in the NOAA TAO and CO2 Programs Contract Specialist: Jennifer Olivo THIS IS A REQUEST FOR INFORMATION. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA) are seeking sources capable of manufacturing oceanographic research buoys according to the Government's specifications and drawings. The Government is especially interested in responses from SBA certified small business concerns that are capable of performing the work described within this notice. The contractor shall furnish the necessary personnel, material, equipment and supplies to manufacture oceanographic research buoys in accordance with the specifications identified in the Government furnished drawings. To accomplish this, the contractor must have internal capability or employ the services of a firm specializing in the manufacturing of oceanographic research buoys. Vendor must adhere to all dimensions and to the specified quality of construction techniques, which will be reviewed by NOAA engineers. The anticipated period of performance is one base year and four option years. The buoys shall be manufactured in accordance with the specifications identified in the Government furnished drawings. The drawings will be available electronically when Request for Proposal is posted. At a minimum, the buoys shall consist of a fiberglass shell with an internal metal framework, foam fill and external attachment points for a tower and bridle. Vendor must adhere to all dimensions and to the specified quality of manufacturing. Modifications may include the addition of an insert into the toroid to increase buoyancy and/or the insertion of two or more tubes into the buoy to house instruments and electronics. These commonalities and modifications apply to the TAO toroid, TAO toroid with insert, TFLEX and pCO2 buoys. Though the TAO toroid, TAO toroid with insert, TFLEX and pCO2 buoys are roughly similar in fabrication techniques and materials each of the buoys is designed to work in a specific oceanic environment. The pCO2-OA is entirely unique in its construction and materials and has no commonality with the previous four buoys. Please refer to the Request for Proposal when posted for more detail specifications. The NAICS code for this requirement is 325211 and the small-business size standard is 500 employees. The Government anticipates awarding a fixed-price supply contract for the manufacture of oceanographic research buoys. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. Nor does this request for information constitute a commitment, implied or otherwise that any procurement action that may be issued for the Government's requirements related to other Construction and Fabrication of Oceanographic Research Buoys current or otherwise, will necessarily be associated with the American Recovery and Reinvestment Act. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Please submit information to include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; 3) A brief description of your firm's recent past experience (within past 3 years) performing construction and fabrication of oceanographic research buoys of a similar magnitude to the drawings provided as reference. 4) Identify from the list of major work components above those that your firm would likely subcontract out. Any subsequent contract will contain the mandatory FAR clause 52.219-14, Limitations on Subcontracting, which limits subcontracting costs to 50% of the price of the contract.
