Description
W911W4-ACISS-INSCOM-RFI Sources Sought/Request for Information (RFI) Project name: INSCOM Acquisition Center In-house Support Services (ACISS) The purpose of this RFI is to search for eligible and responsible 8(a) contractors capable of assisting the Intelligence and Security Command's (INSCOM) Acquisition Center to provide in-house acquisition and program office support. Support will require services of Acquisition Professionals, Program Managers, and Administrative Assistants. General Scope: The contractor shall provide all personnel, supervision, and other items and non-personal services necessary to provide acquisition life-cycle management and administrative support. The contractor shall be responsible for acquiring, managing, and retaining cleared TS/SCI personnel with the capability, experience and expertise to provide acquisition support services for INSCOM's Acquisition Center and various INSCOM program offices (primarily in the Metropolitan District of Columbia area and National Ground Intelligence Center (NGIC) Charlottesville, VA). Contractor shall provide the entire acquisition life-cycle support from building requirement packages, perform pre/post-award contracting functions (e.g., market research, cost/price analysis, prepare acquisition documentation, etc.). The work will involve classified and unclassified contractual actions. Work shall be accomplished in accordance with the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), Army FAR Supplement (AFARS), and other applicable acquisition laws, policies, regulations, and internal guidance and procedures. Administrative work shall be accomplished in accordance with applicable Army, INSCOM, and HQI Staff Action Officer Guidelines. Contract type: The Government anticipates award of a single Fixed Price, Labor-Hour IDIQ contract. Other Direct Costs (ODCs) will be provided on individual Task Orders on a cost reimbursable basis. Period of Performance: Five (5) year ordering period. This contract will be performance-based and 8(a) competition will be conducted in accordance with FAR Subpart 19.8. The North American Industry Classification System (NAICS) is 541611 (Administrative, Management and General Management Consulting Services). This is a request for information only. This is not a solicitation announcement. This notice neither constitutes a Request for Proposal, nor does it restrict INSCOM to an ultimate acquisition approach. No contract will be awarded from this announcement, and requests for information or inquiries will not receive a response. No reimbursement will be made for any costs associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary. Firms responding to this notice are also requested to provide INSCOM with statements addressing the questions below, along with a capability statement. Responses to the RFI shall be limited to 10 pages or less, font 12, Times New Roman. Graphics and charts must be legible and visible to the average naked eye (if included). Responses may be submitted in hard-copy format, either in document/folder form or electronic submissions shall be sent to the attention of Kelsey Larson and e-mailed to kelsey.larson@us.army.mil. Electronic submissions must be received no later than 2:00 PM (Eastern Time), December 14, 2010. Dependent upon the results of this market survey, INSCOM may subsequently issue a Request for Proposal (RFP) to acquire the support services. Telephone inquiries will not be accepted. A solicitation is not currently available. If a solicitation is issued, it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Responses to this sources sought notice are not considered adequate responses to any future solicitation announcements. Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of future solicitations.
