- Background Utilizing Government furnished facilities, the medical contractor will establish and provide primary health care as well as necessary surgical care by US/Western standards on a 24/7 basis, 365 days a year to the United States Chief of Mission (COM) and authorized contractors to a countrywide population consisting of approximately 14,000. The medical contractor will provide primary care outpatient treatment via outpatient clinics and emergency/trauma care facilities. The facilities will be established by the Contractor at COM sites located throughout the country of Iraq. If required, the Contractor will coordinate with the Embassy Regional Medical Officer (RMO) for the evacuation of patients to either a designated contracted treatment facility within Iraq, or a pre-designated tertiary medical care facility located outside Iraq. The equipment to be utilized in support of this effort will be either government furnished or purchased under the contract and become the property of the government. Scope and Objectives The contractor will be required to provide primary and emergency medical care to persons and organizations that are determined to be performing missions or functions in support of the COM, including: COM personnel, selected civilian agencies, military units, and authorized contractors who directly support the COM. The contractor will provide services in the following areas Project Management which includes Control and Accountability of Government and contractor equipment and supplies. Primary and Emergency Medical Care The contractor will be required to provide various level of medical services to the sites within the Country of Iraq. The covered sites, as well as the required levels of coverage may be modified at any time during the contract period of performance. The US Embassy will provide administrative and life support for all of the approximately 14,000 personnel countrywide operating under COM authority. In the future, sites may be added or deleted in accordance with the terms and conditions of the resultant contract. Should the estimated support level requirements change after the contract is awarded, the contract will contain provisions and metrics to modify the terms and conditions of the contract. Pre-Proposal Conference Information on the pre-proposal conference as well as the anticipated date for the release of the solicitation will be published on this site in the near future, PLEASE BE ADVISED THE DEPARTMENT OF STATE SHALL NOT BE LIABLE FOR ANY COST AND/OR RISKS INCURRED BY ANY VENDOR DECIDING TO ATTEND THIS CONFERENCE NOR SHALL THE COST BE REIMBURSED AS PRE-AWARD OR PROPOSAL COST IN THIS SOLICITATION IS CANCELLED FOR ANY REASON. ATTENDANCE AT THE PRE-PROPOSAL CONFERENCE IS NOT REQUIRED TO SUBMIT A PROPOSAL OR TO BE ELIGIBLE FOR AWARD
