- Statement of Work Under the Authority of Library of Congress Regulation 2110 and Federal Acquisitions Regulation 6.302-1, the Library of Congress intends to contract with Vocus, Inc., on a sole source basis to provide media relations services. The Library of Congress has reason to believe that Vocus’ product is the only one currently capable of providing a hardware-independent, Web-based media relations data contact software that includes campaign management, project management, news clip collection, evaluation and management, and sophisticated analytics. According to the Library’s market research, no other firm offers all of these services in an integrated system. The statement of work with exact specifications is attached to this notice. The anticipated period of performance will be January 1, 2011, through December 31, 2011. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Library of Congress’ needs. Detailed capabilities must be submitted to wriz@loc.gov by December 3, 2010, at 2PM Eastern. Questions must also be sent to the same email address. No phone calls will be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received by the deadline, a contract may be issued to Vocus, Inc., without further notice.
