Description
Sources Sought to Capture, Transport, and Board Illegal Livestock that Crosses the Border into California from Mexico This is not a request for competitive proposals, but instead a market research method to determine interested sources. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS) is responsible for the recovery and processing of illegal livestock crossing the United States border from Mexico into California. Livestock that crosses the border within approximately ten miles of the area centered around San Ysidro, CA needs to be rounded up, temporarily boarded, and transported to auction yards, slaughter plants, or other appropriate facilities depending on final disposition. The USDA APHIS is looking for interested sources that are qualified to perform services in accordance with the following Statement of Work Requirements: 1) Knowledge and experience in the proper handling and care of livestock. - Requires availability/flexibility for responding to emergency call, which may occur outside of normal working hours. 2) Access to proper equipment to handle livestock: - Livestock trailer and equipment in good working order that which can handle various types of livestock. - Portable livestock panels for the capture, temporary holding, and loading of livestock. - Ropes and restraining equipment. - Permanent, secure facilities separated from any other livestock by at least 30 feet. - Facilities must meet basic standards for livestock care. 3) Recovery and processing of illegal border livestock: - Capture and containment livestock. - Transportation of livestock to isolation facility. - Able to restrain animals and assist VS in the processing of the animals, which may include inspection, identification, collection of diagnostic specimens, application of livestock sprays, etc. - Boarding of animals, including feeding and general care. - Longer distance transportation from isolation premise to auction yards, slaughter plants, or appropriate disposal facility. Interested sources that are capable of providing the above services are encouraged to submit statements of capability to the contracting office. Small Business concerns are especially encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide Tax I.D. Number, Duns Number, point of contact information, past performance and references regarding your ability to provide this type of item. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
