Description
NOTE: Announcement is hereby released for Solicitation No. F11PS00149, which is a re-issue of cancelled Solicitation No. F11PS00015, dated Nov. 3, 2010. The U. S. Fish & Wildlife Service (USFWS), Region 5, is issuing a Request for Proposal (RFP) for fence work at two (2) locations of the Long Island National Wildlife Refuge Complex (NWRC), located in Shirley, NY 11967. This work shall include both the removal and demolishment of existing fencing, as well as the subsequent placement and installation of new high security chain link fencing and gates at both the Sayville and Wertheim National Wildlife Refuges (NWRs). Such new fencing shall meet the requirements of the specifications that shall be provided with the RFP package. There is a sixty (60) day performance period for this project, and the estimated magnitude is between $250,000 and $500,000. The North American Industry Classification System (NAICS) code is 238990 (All Other Specialty Trade Contractors), and the Size Standard is $14 million. This procurement is unrestricted, and is open to any size business. Interested firms shall present a minimum of five (5) similar projects undertaken in the last four (4) years. The following information shall be provided for each of these projects: 1) Project name; 2) Original budget; 3) Change orders; 4) Summary of work; 5) Date of completion; and 6) Client name, address, email address and telephone number. Award will be made to the qualified contractor who represents the 'Best Value Continuum'. Evaluation of interested firms will be based on 1) Past performance (40%); 2) Technical ability (40%); and 3) Cost (20%). The combination of past performance and technical ability will outweigh cost for this project. The solicitation package includes the technical specifications, site location maps and proposal documents, and will be posted to https://www.fbo.gov on or about December 20, 2010. Contractors must be registered in the Central Contractor Registration (CCR), as well as complete Online Representations and Certifications (ORCA), to be eligible for award. Both sites are available at https://www.bpn.gov/ccr/default.aspx. Department of Labor - Davis-Bacon wage rates will apply to this project. Proposal packages, including the cost proposal and all other requested information, must be submitted by 4:00 p.m., January 28, 2011. Send your package to: U. S.
