- Description
- NASA/APL has a requirement for extended Mission Operations and Data Analysis(MO&DA) services for the Thermosphere-Ionosphere-Mesosphere-Energetics and Dynamics(TIMED) mission. This acquisition will be for an additional two years of MO&DA under theexisting NASA contract NAS5-97179. The Contractor will be responsible for operating theTIMED mission and ensuring it meets its intended science requirements. The Contractorshall provide the personnel, facilities, materials, ground station, ground supportequipment and other items required to accomplish MO&DA. The Mission Operations Center(MOC), which is the primary ground station, and a Mission Data Center (MDC) shall belocated at the Contractor's facility. The instrument Payload Operations Center and DataProcessing Center shall be located at the facility of each Principal Investigator orCo-Investigator. The Contractor shall provide mission science planning, missionoperations, and spacecraft engineering supporting the TIMED MOCand MDC. The Contractor shall provide technical and scientific oversight for TIMEDinvestigators and manage interfaces with the TIMED spacecraft, the MOC, and the Points ofContact.NASA intends to award a sole source contract extension for the extended MO&DA services tothe Johns Hopkins University Applied Physics Laboratory (JHU/APL). The statutoryauthority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), OnlyOne Responsible Source. JHU/APL has been responsible for designing, developing,fabricating, assembling, integrating, testing and storing the TIMED Observatoryconsisting of a spacecraft and four flight instruments.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 14, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
