Description
The Fleet and Industrial Supply Center (FISC), Norfolk Contracting Department, Philadelphia Office intends to solicit, on an unrestricted basis, a requirement for Document Management Services in support of the National Naval Medical Center (NNMC), Bethesda, Maryland. The National Naval Medical Center (NNMC) requires an increased capability and capacity for provision of a comprehensive Document Management Services solution to ensure that NNMC staff has the resources to perform their mission. The contractor will be required to maintain the current fleet of 253 copiers (approximately 150 of which contain CAC-enabled e-copy devices), and provide upgrades to new digital multifunction copiers as the agreements on the current fleet expire. In addition, the contractor will be required to provide and maintain additional new digital multifunction copiers as the need arises during the ordering period. The contractor will also be responsible for assisting NNMC with meeting its requirement to install and configure a scanning solution with Integrated (CAC) functionality with Digital Signatures and Encryption on all of the copiers. Complete details regarding this requirement can be found in the Performance Work Statement which will be in the solicitation upon its release. FISC will be conducting a MANDATORY industry day for this requirement on Monday, 20 December 2010 at the National Naval Medical Center. In order to be eligible to submit a quote for this requirement, vendors MUST attend the Industry Day on the designated day and time. Offerors are expected to review the draft solicitation prior to attending and come prepared with any questions or comments. Offerors are expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to attend the industry day constitute grounds for a claim after contract award. Interested parties MUST register by email: a list of personnel attending, which MUST include: first name, last name and middle initial, date of birth, and name of company being represented, to Lauren.Lauver@navy.mil no later than 1:00pm (Philadelphia, PA time) on Tuesday, December 14, 2010. Proper identification is needed at the time of arrival to enter the installation. The Industry Day is tentatively scheduled to last approximately 4 hours. All registered parties MUST arrive at the main gate (8901 Wisconsin Avenue, Bethesda, Maryland- -across from the Metro) by 10:00am at which time they will be escorted of the location of the meeting area. As this is not a solicitation, no attendee should view this as an opportunity to exhibit its qualifications or technical merit that distinguish itself from others in attendance. Questions and conversations that appear to steer in this direction will be discouraged. Government will not reimburse contractors for any cost incurred for their participation. In addition, any information provided to the Government is to be submitted at no cost or obligation to the Government. All information discussed and/or provided to the Government will be considered. FISC intends to solicit on an unrestricted basis. FISC ™s intent is to issue a firm-fixed price contract in accordance with FAR 12 (Commercial Items) and FAR13.5 (Test Program for Certain Commercial Items) procedures. The Period of Performance is April 1, 2011 through March 31, 2012 with four one-year options. The draft solicitation will be made available electronically upon its release to www.neco.navy.mil as an amendment to this synopsis on or around Thursday, December 9, 2010. The applicable NAICS code is 811212 ($23M size standard) and the applicable solicitation number is N00189-11-Q-Z026.
