Description
LR 133 Asset List Date: 29 Nov 2010 Notice Type: Request for Information (RFI) Synopsis: This is an RFI. The purpose of this announcement is to ascertain the interest of qualified U.S. commercial industry in USAF declared excess LR 133 (formerly Peacekeeper) Rocket Motors, associated subassemblies (includes but is not limited to LR 133 rocket engines), handling gear, parts, and hardware; managed at Hill AFB UT. Some of these assets have not been demilitarized and will contain energetic and hazardous fuels material. To be considered qualified, interested parties must be a U.S. owned entity with a demonstrated history of dealing successfully with explosive and hazardous materials. The company must demonstrate the capability to transport, maintain, use, control, account for and properly dispose of explosive and hazardous materials (see brief description of engines below) consistent with applicable laws and regulations. 1. These assets are considered "as is/where is" condition. Unless otherwise provided in the Invitation, the Government makes no warranty, express or implied, as to quantity, kind, character, quality, weight, size, or description of any of the property, or its fitness for any use or purpose. The responses must a) explain, in as much detail as possible, your intended use of the LR 133 Rocket Motors and subassemblies, b) describe your capability to successfully transport, maintain, use, control, account for and properly dispose of explosive and hazardous materials consistent with applicable laws and regulations, and c) acknowledge that there may be restrictions on charges back to the government should the property be used in performing any future government contracts. 2. The Government does not presently intend to sell this property as surplus, but wants to obtain commercial industry interest, capabilities and other market information for planning purposes. 3. Responses to this request must be submitted no later than 4:30 PM (MST) on 13 Dec 2010. Responses may be submitted electronically to dustin.huler@hill.af.mil or sent to 6014 Dogwood Ave, Bldg 1258 rm 26 HAFB UT 84056-5816 and be marked for the attention of Dustin Huler. No other information regarding this RFI will be provided at this time. 4. This notice does not restrict the Government to an ultimate acquisition approach. All contractors responding to this Request for Information are advised that the response is not a request that will be considered for contract award and that subsequent actions may require approval at the Department of Defense (extended solicitation timeline expected). The Government reserves the right to transfer these assets to another Government agency or to utilize Defense Logistics Agency Disposition Services. 5. Interested offerors may register at http://www.fedbizopps.gov to receive notification when/if the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that you monitor the FedBizOpps site for all information relevant to desired acquisitions. BRIEF DESCRIPTION OF LR 133 ENGINES: The LR133 is a subassembly of the WS118A post boost control system, and referred to as the stage IV propulsion system. It consists of a pressure-fed, fixed thrust, storable bipropellant system with a single high thrust axial engine (AXE) and eight attitude control engines (ACE). Helium pressurant is stored at high pressure until the system is enabled by simultaneous actuation of five explosively operated isolation valves; helium pressurant is then regulated to system operating pressure. Two propellant storage assemblies utilizing surface tension tanks contain the hypergolic oxidizer (NTO) and fuel (MMH) propellants. The axial engine is a fully ablative engine capable of being gimbaled through a 13.5 degree half-angle cone by a TVA system. The low-thrust attitude control engines are comprised of beryllium thrust chambers with fast-acting bipropellant valves for pulse mode operation.
