- Please note the following question has been answered. Question: Please provide further information on or a clarification of the following statement in the RFP:"The owner and operator for the proposed WTE plant is presently anticipated to be a joint venture (JV) between IDEA, the Municipality of Envigado, and possibly a private sector engineering firm with which the Grantee has a history of working." Answer: The only two companies certain to participate in the Project, i.e., IDEA and EVAS Enviambientales, S.A. E.S.P. (EVAS), are regional public enterprises, both of which have a very good reputation at the local and national level in Colombia. As noted in the RFP, EVAS is fully owned by the Municipality of Envigado. Any other companies referenced in the Definitional Mission Report or otherwise suggested in the statement above do not constitute formal participants in the Project and therefore, neither IDEA nor EVAS has any legal obligation with any such company. IDEA currently has an MOU with EVAS for the Project and has not signed any other MOU with any other company, whether it be Colombian or international, for purposes of the Project. Once the feasibility of the Project has been established, the most suitable business structure will be determined. Likewise, at this point IDEA has not agreed to a particular business structure with any Colombian or international company for the development of the Project.
