- This is a SOURCES SOUGHT NOTICE to identify potential small businesses that have the capacity to develop, lead, and oversee highway safety education campaigns. The U.S. Department of Transportation, National Highway Traffic Safety Administration (NHTSA) is seeking capability statements from small businesses that are qualified to support planning, developing, producing, and delivering consumer-based communication programs, strategies, and integrated multi-media campaigns on a national level. Delivery mechanisms shall include, but not be limited to, television, radio, print, outdoor, websites and social media platforms. Tasks under this contract will primarily focus on developing and implementing large-scale communication and marketing campaigns. More specifically, offerors will be required to demonstrate that they have extensive and successful experience providing a full-range of activities associated with research, development, broadcast production and media evaluation of program-related materials. The contractor shall perform the following abbreviated list of requirements: •· Develop and deliver major National multi-media communication and marketing campaigns. •· Conduct qualitative and quantitative research to develop, test, and refine campaign messages for targeted audiences. •· Develop and apply rigorous quantitative measures to track and evaluate the effectiveness of campaign activities. •· Develop strategic campaign content, which includes but is not limited to writing, editing, and possible Spanish-language adaptation for diverse platforms and audiences in compliance with Federal standards for plain language, usability, and Section 508. Content includes, but is not limited to, the following elements: broadcast television, radio, prints, outdoor, digital and social media, and Web. •· Plan and conduct media events and earned media opportunities that create National multimedia coverage. •· Support strategic partnership development and maintenance, including community, corporate, media, entertainment industry, and sports industry relationships, for the purpose of promoting communications campaigns. •· Develop, test, implement, and maintain interactive, mobile, and new media strategies and channels, including new and social media tools and e-partnerships, for the purpose of promoting campaign elements and traffic safety messages. •· Develop media buy plans and implement at a minimum 3-4 national media buys annually. PLEASE NOTE: Any potential offeror MUST demonstrate the following at a minimum: •· Prior direct experience developing and implementing national communication campaigns. National is defined as being conducted in all 50 states and not limited to certain geographical areas. Multiple methods for reaching the target audience must be demonstrated (e.g. television, radio, and digital communication). •· Prior experience conducting multiple, large-scale, national comprehensive media campaigns simultaneously. •· Prior experience coordinating large-scale national campaigns with activities on a regional, state, and local level. •· Prior experience responding to Federal Agency management, accounting, and reporting needs. •· Knowledge of planning and implementing formative research according to Federal regulations, to develop messages and strategies to target audiences. •· Ability to provide expert advice and guidance in the development of communication plans and media buys. •· Prior experience conducting post-buy analysis. •· Prior experience in purchasing at least $10,000,000 in national media with a level of value added of at least 40% for each of the past 3 years. •· Ability to finance $6 million in media buys prior to receiving reimbursement from the Government due to industry requirements and rules of government accounting. •· Prior experience using new technology, such as mobile and social media for communication campaigns. •· Prior experience working with earned media including having established relationships with major publications and television networks with proven ability to place/garner earned media coverage. •· Prior experience developing and nurturing partnerships for large/specialized communication campaigns. •· Ability to produce high-quality broadcast, print and online advertisements and public service announcements. •· Ability to produce and manage high-quality Web sites. •· Ability to translate and adapt materials into multiple languages with attention to cultural nuances, in a short turnaround time. •· Ability to manage talent rights and fees for existing and newly created advertisements. •· In house web programmer on staff full time. •· A local office in the Washington, DC Metro area upon contract award. Interested parties having the capabilities necessary to perform the slated requirements may submit a capability statement that includes the following specific information in 10 pages or less: •A. Company descriptive literature; •B. Experience with the type of performance expectations mentioned in the section above; •C. References (to include a point of contact and phone number) with firsthand knowledge of the experience cited in (A) and (B). •D. Company point of contact •E.
