Kingman Road Fort Belvoir, Virginia 22060-6221 Description The Defense Logistics Agency's (DLA's), DLA J-6 Information Operations at Fort Belvoir and DLA Energy are interested in receiving information to identify enterprise help desk support for the DLA Business Systems Modernization - Energy. DLA Energy is the Executive Agent for the management of Department of Defense's (DoD's) and other Federal agencies' wholesale and retail fuels operations and maintaining the inventory and general ledgers of the Defense Working Capital Fund (DWCF). The BSM-E Program consists of an integrated relational database management system that uses an open system architecture design approach. The system consists of multiple applications, interfaces, and file updates to support processing transactions that facilitates fuel management from initial data entry to posting in the systems of record. A "system of systems," BSM-E comprises all the applications required for the financial and inventory management of petroleum products at Defense Fuel Supply Points (DFSPs) and commercial contractor locations, as well as data feeds to the military services' legacy systems. The actual systems of record are Oil Energy Downstream (OED), Oracle Government Financials (OGF), and the Defense Fuel Automated Management System (DFAMS). These systems are subsequently fed data by applications that include, but are not limited to Fuels Control Center (FCC), FuelsManager® Defense (FMD), FuelsManager® Defense Express, Fuels Enterprise Server (FES), Paperless Ordering Receipts and Transaction Screens (PORTS), Requirements Manager (RM), Web Distribution Plans Authorization (Web DPA), and military service financial legacy systems. Data feeds to FCC/FMD at DFSP level include Automated Fuels Service Station (AFSS), Mobile Automated Fuels Service Station (MAFSS), Automated Data Collection (ADC), Automated Tank Gauging (ATG), and Automated Point of Sale Devices (APOSD). Taken as a whole, these applications and their interfaces provide an automated, integrated and responsive system for the inventory and financial accounting, order/shipment/receipt/adjustment process, and facilities management of the DoD fuels program. The Contractor shall perform BSM-E Help Desk services in accordance with the attached performance work statement. The Contractor shall provide activities that encompass systems/technical and functional support to BSM-E users from the enterprise down through to the base-level installations. The Contractor shall maintain broad support from base level to the BSM-E Enterprise Program, ensuring proper coordination with other Application Support Group (ASG) support assets. The Contractor shall provide systems support and assistance with the processing of daily fuel transactions. The Contractor shall provide systems support and assistance with the processing of daily fuel transactions. The Contractor shall have a strong knowledge of the Class III Supply Chain and also business policies and procedures of DLA Energy and DLA Information Operations at Fort Belvoir. Additional objectives include but are not limited to the following: • Provide technical and functional support for overall operations of the BSM-E Help Desk. • Comply and assist with amendments and revisions to the attached DLA Information Operations at Fort Belvoir ASG Help Desk User Support Internal Standard Operation Procedures (ASG Help Desk SOP) available upon request. • Provide accurate responses tailored to the individual needs of the customer and agency requirements, and reflect the most current policies and procedures in accordance with the ASG Help Desk SOP. • Provide customer support and assistance in the use of the BSM-E applications, other relevant end user computer support, resetting of system passwords, applicable DLA Energy Policy and Procedures and the processing of daily fuel transactions. • Provide information to customers requesting additional assistance understanding the functional components of the DLA Energy fuel order/receipt and inventory and financial processes utilizing the BSM-E applications. • Comply with the ASG Standard Operating Procedures (SOP). • Provide technical and procedural assistance to the ASG Manager in the drafting of amendments and revisions to the ASG Help Desk SOP. • Provide in-depth analysis and technical documentation as requested by the COR to assist with the creation of Problem Ticket Requests (PTRs) and System Change Requests (SCRs) in accordance with the DLA IT Governance process for DLA Energy Business Units (BUs), Regions, and Offices, Service Control Points, base-level customers, or other affected BSM-E users. • Review and provide analysis to the DLA Information Operations at Fort Belvoir Database Administrator (DBA) for Level 2 tickets that require scripts and submit documentation for Government concurrence. Provide report of tickets escalated to Level 3 that require scripts to the DLA Information Operations at Fort Belvoir DBA. For a comprehensive understanding of the requirement beyond the cited objectives above, potential respondents to this Sources Sought Notice are encouraged to review the attached performance work statement. To avoid confusion in the responses, this Source of Sought Notice is not for standard desktop support such as PCs, laptops, Local Area Network or other standard business office configurations. This Sources Sought Notice constitutes a Request-for-Information (RFI) from potential offerors to identify organizations with the capability to perform this effort and to assess the competitiveness of the market. This notice does not in any way constitute a Request-For-Proposal (RFP) or Request for Quotation (RFQ) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice nor otherwise pay for information/items provided in response to this notice. Responses to this RFI shall include the name and address of the organization/business concern, point-of-contact, cage code, NAICS code, business size, corporate capabilities, experience, and if applicable, a GSA contract number if the organization or business concern is a GSA Federal Supply Schedule holder. Responses to this RFI shall be ten (10) pages or less as it relates to the following criteria: (1) Capable organizations or business concerns must offer citations demonstrating knowledge and understanding of a "system of systems" or similar multiple systems integration projects. BSM-E comprises all the applications required for financial and inventory management of petroleum products at Defense Fuel Supply Points (DFSPs) and commercial contractor locations, as well as data feeds to the military services' legacy systems. (2) Relevant experience with the actual systems of record or similar experience applicable to the actual systems of record as cited in the attached PWS. (3) Past Performance References (Government or commercial) for this type of work during the last three years, (4) Comments on innovative and feasible solutions that improve and streamline processes and procedures, ensure consistency and repeatability, improve quality and quality assurance, while considering evolving and future technologies. All ten (10) pages or less shall be in Microsoft® Word document electronic format (8.5" x 11") typed in Times New Roman 12-font, and single line-spacing. To the extent practicable, interested organizations/business concerns should cite relevant contracts to demonstrate the experience addressed in the topics cited above. Reponses shall be submitted electronically to the points of contact listed below on or before January 7, 2011, 5:00pm. DLA will not provide confirmation of receipt.
