Description
This is a combined synopsis/solicitation for commercial items in accordance with FAR 12.6.Proposals are being requested and solicitation R11PS30002 is being issued concurrently with this announcement.The Bureau of Reclamation has a requirement for Farming and Irrigation Services for the Cibola Valley Conservation Area, La Paz County, Arizona. Services will be required to perform farming and irrigation services at the Cibola Valley Conservation Area, La Paz County, Arizona. The contractor will be required to provide all the necessary personnel, equipment, tools and materials supervision and other items and services necessary to perform farming services, herbicide and fertilizer application, planting/seeding, leveling/contouring, provide irrigation services/repairs, road maintenance/repair and excavating. A single firm fixed price award is anticipated to be made in July 2011 with performance to begin in July 2011. This solicitation will have a 6 month performance base term and contain 4 options, each for a 12 month performance period. The resulting contract will be a firm fixed price award that is subject to annual wage adjustments under the Service Contract Act. The North American Industry Classification System Code (NAICS) is 221310. This solicitation is being issued as a Total Small Business Set-Aside in accordance with FAR 19.502-2. The solicitation package will post concurrently with this announcement / synopsis on January 4, 2011. The solicitation package shall have 4 Attachments and will contain a complete description of the requirement and instructions to offerors on how to submit their offers. Responses will be due on or before February 4, 2011 - 1:00 PM Local Time. Following the links in this announcement will link back to The Department of Interior's National Business Center (NBC) where you will be able to see and download the solicitation and applicable documents. There will be no public bid opening as competitive proposals will be evaluated and award will be made using best value source selection criteria. A firm's technical merit will be evaluated and will carry more weight in the award evaluation process than price. The following technical evaluation factors must be addressed by each offeror in their technical proposal; 1. Experience2. Past Performance doing the same work or similar work. References will be required under the Past Performance evaluation factor. 3.
