- Request for Information (RFI) for Administrative and Technical Support for the DoD Special Communications Enterprise Office 1. INTRODUCTION It is the Virginia Contracting Activity (VACA) intent to obtain information pertaining to the state of the industry for providing Administrative and Technical Support in the area of Special Communications systems. 2. PURPOSE This document serves as the RFI of the VACA contractor community pursuant to FAR 15.201(e) "Exchange with industry before receipt of proposals". Responses to this RFI will be assessed to identify sources that may be considered best qualified to meet future requirements. Best qualified sources are those sources which demonstrate the greatest depth and breadth of skills, experiences and knowledge relevant to the anticipated scope of work identified in this RFI. 3. BACKGROUND The DoD Special Communications Enterprise Office (SCEO) is directly responsible to the Senior Department of Defense Executive leadership (Undersecretary of Defense for Intelligence (USDI) and the Director of the Defense Intelligence Agency (DIA)) and the Intelligence Community. The SCEO, as the DoD center of excellence for Special Communications, provides support to the Military Operations/Support Commands, the military services, and the Director National Intelligence (DNI). 4. ANTICIPATED SCOPE OF WORK The anticipated scope of work will be to obtain non-personal services to support Special Communications Enterprise Office (SECO). Specific tasks will include providing support in the following areas: a. Assistance in the area of project management for the execution of projects. Assistance includes the development of the SCEO's evolving mission; short and long term planning for projects that the SCEO's is responsible for executing; interacting with the Intelligence Community to harmonize programs that are of mutual interest; and the development of project charters and stakeholder communication plans. b. Advising the SCEO leadership on techniques to effectively and efficiently manage processes, planning, scheduling of efforts to perform the SCEO mission. c. Supporting the SCEO in the development of Planning Programming Budget Execution System (PPBES) documentation for a five year budget. This function will include the tracking of the execution of funds and development of Unfunded Requirements documentation, and Supplemental Funding Requests. d. Acquisition/contracting subject matter expert support to assist in the development of acquisition strategies, plans, market research, make vs buy analyses, and tradeoff analyses. e. General office administrative and management support to assist in: the planning for meetings, travel of office personnel, tracking of internal and external tasks, inventory management, etc. f. Perform Intelligence analyst functions to research and maintain databases on worldwide communication systems/networks, and identify potential threats in operational environments. g. Provide advice on the development of architectures and implementation requirements for low probability of intercept/low probability of detection technologies, procedures and techniques. This work may entail: performing gap analyses, multi-target and sensor correlation studies, performing modeling and simulations, creating test plans, etc. 5. INFORMATION DESIRED It is requested that interested sources respond with a capability synopsis broken into the following sections: a. Relevant Corporate Knowledge/Experience related to the functions described in section 4: (1) Identify no more than five (5) relevant contracts held within the last five years to include: (a) Contract number and awarding agency/office; (b) Full Time Equivalents (FTEs) provided; (c) Identification of subcontractors; (2) Describe the specific nature of the support provided and explain why it is relevant. (3) Describe how corporate knowledge/experience gained through contract performance could be a benefit to the VACA in the future. Note: Any other specific and relevant information about this particular area of interest that would improve the consideration and evaluation of the information presented is desirable. Interested organizations must demonstrate and document, in any capability statements submitted, extensive experience with and the ability to perform the above tasks. b. Relevant Employee Skills/Experience (1) Identify and describe specific skills and experience of employees that are relevant to the SCEO mission. (2) Describe why skills and experiences are relevant. c. Personnel Availability - Describe the availability of TOP SECRET cleared personnel meeting the requirements of DCID 6/4 eligibility and possessing skills needed to fulfill this requirement. d. Potential Teaming Arrangements - Describe whether the company would intend to fulfill the subject requirement alone, or whether a teaming arrangement would be anticipated (the Government recognizes that one contractor may or may not possess all the necessary knowledge, skills, and experience needed to fulfill future Statement of Work objectives). If knowledge, skills or other expertise may be obtained through teaming arrangements, it is sufficient to describe the additional expertise gained through the teaming but the team members need not be identified. e. Recommended Source Selection Criteria and solicitation comments (response to this section is optional). (1) What contract type does the contractor recommend for acquisitions that will fulfill requirements that will be developed in the future for this requirement. (2) What are recommended for evaluation criteria (solicitation Section M) for award of contracts resulting from this requirement. (3) What approaches are recommended for motivating performance. f. Information on the following topics: (1) Corporate years of experience in creating Special Communications architectures, and performing engineering of Special Communications systems. (2) Educational level (degree) of personnel that performed on contracts identified in response to section 5.a(1). (3) Years of experience and certifications held by personnel who have performed program management support. (4) The professional background of personnel who have performed PPBES support. g. Corporate security information to include: (1) Facility Clearance level. (2) Cage Code. 6. ANTICIPATED ACQUISITION MILESTONES The Government may solicit for one or more contracts to fulfill FY11 SECO requirements. Future solicitations will be subject to the availability of FY 11 funding. 7. SUBMITTAL INSTRUCTIONS a. All capability statements submitted in response to this RFI are to be received no later than 1600 Eastern Standard Time (EST) on Wednesday, 19 January 2011. To aid the Government review, submissions are limited to no more than 10 pages. A page is defined as each face of a 8-1/2 x 11 inch sheet with information contained within an image area of 7 x 9 inches. Type size shall be a 12-point proportional font. Briefings and/or briefing charts in lieu of written responses are not desired. Tables, charts, graphs, diagrams and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible and shall not exceed 8-1/2 x 11 inches. Foldout pages shall not be used. For tables, charts, graphs and figures, the text shall be not smaller than 12-points. Elaborate formats, bindings or color presentations are not required. Elaborate brochures or documentation, binding, detailed art work, or other embellishments are not required nor are they desired. All responses to this RFI shall be UNCLASSIFIED. Respondents should provide their responses in via email. b. This notice is for information and planning purpose only and does not commit the Government to any contractual agreement. This is not a request for proposal. The Government does not intend to award a contract based on responses under this announcement nor otherwise pay for preparing any information sent for the Government use. Any proprietary information should be so marked. Interested Offerors presenting a capability statement must provide the following: 1) company name and address; 2) point of contact; 3) phone/fax/email; 4) NAICS Codes, 5) business size and status, type of small business if applicable (e.g. 8(a), women-owned, HUB Zone Small Business, etc.) and 6) capability information in response to the requirement. c. Submissions shall only be transmitted via email to Quentin.McCoy@dia.mil 9. QUESTIONS All general, contractual, and technical questions are to be submitted through the contracting officer. The Government will endeavor to respond to all valid questions submitted. 10.
