Description
This synopsis is notification of the intent to extend the existing Test OperationsContract (TOC), NNS04AB62C, with Jacobs Technology Inc. (JTI), at Stennis Space Center(SSC).This extension will coincide with the award of Contract NNS10AA07T for follow-onservices commencing April 1, 2011. The extension will be for one month for the periodfrom March 1, 2011 through March 31, 2011. This extension is necessary to providecontinued test operations services for propulsion test operations, maintenance, anddirect and ancillary support services for NASA propulsion test mission in support of NASAprograms, resident agencies, and commercial tenants. The statutory authority for thisaction is 10 U.S.C. 2304(c)(1). NASA SSC intends to acquire these services on anon-competitive basis from JTI pursuant to FAR 6.302-1(a)(2)(iii). Award to any othercontractor would likely result in substantial duplication of cost to the Government thatis not expected to be recovered through competition and unacceptable delays in fulfillingNASA requirements. The one month extension is necessary to bridge the current contractwith the follow-on award. The proposed contract action is for services for which theGovernment intends to solicit and negotiate with only one source under the authority ofFAR 6.302. This notice of intent is not a request for competitive proposals. Oralcommunications are not acceptable in response to this notice. Any responses must besubmitted in writing to the identified point of contact not later than 3:00 pm (CST) onJanuary 18, 2011. It is the intent of NASA SSC to modify the existing contract,NNS04AB62C, by extending the period of performance as previously indicated. Anyinquiries concerning this requirement are to be submitted in writing to the ContractSpecialist at leanne.olson@nasa.gov. An ombudsman has been appointed.See NASA specificnote B.
