- This is a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry, which will be used for preliminary planning purposes. This Sources Sought (SS) replaces the SS dated 16 July 2010. Interested firms will need to respond to this SS even if they responded to the 16 July 2010 SS. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The U.S. Army Corps of Engineers, Fort Worth District has been tasked to solicit and award Architect-Engineer (A-E) contracts for Geotechnical Engineering, Design and Investigation services. Proposed acquisition(s) will be competitive Firm, Fixed Price, Indefinite Delivery/Indefinite Quantity A-E contract(s). The type of solicitations (unrestricted or some type of small business set aside) to be issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), and Historical Black Colleges and Minority Institutions (HBCU/MI). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Large business is also encouraged to submit a response. DESCRIPTION OF THE PROJECT TO INCLUDE The Fort Worth District of the US Army Corps of Engineers intends to procure up to three contracts for Geotechnical Engineering Services primarily within SWD (TX, LA, NM, AR and OK), primarily in the Fort Worth District, but can be used on a limited basis nationwide. It is estimated that a maximum of 10% of the contract capacity may be used nationwide. The only programs that will be nationwide are the SWF Center of Standardization (COS) and the Engineering Construction Support Office (ECSO).The Contract period for these contracts will be for a base period of two years with a provision for one option period of 3 years for a total of five years. The total anticipated contract amount is estimated at $60M. The contractor shall furnish all supervision, labor, supplies, and materials necessary to determine the type, nature, characteristics, and present extent and condition of earthen materials for projects across the Southwestern Division, primarily in the Fort Worth District. Work will be issued by negotiated firm-fixed priced task orders. If a large business is selected for any of these contracts, it must comply with FAR 52.219-9 regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The plan will be required for the total IDIQ contract and not for each task order. The subcontracting plan is NOT required with their technical proposal. Project Description: a) Geotechnical Engineering services, including, but not limited to: static and dynamic stability analyses, seepage analyses (including 2d and 3d modeling); foundation design and analyses; probable failure mode analysis; probabilistic assessments (risk, reliability, uncertainty); pavement design and analysis (including airfield pavements); spillway stability analysis; design and analysis of structural anchoring systems; and computer modeling using GeoStudio (Slope/W, Seep/W, Sigma/W, Seep3D, etc), LPile, PCASE, FLAC, and UTexas4; design of field and laboratory investigation programs; geomorphology studies; seismology studies; and liquefaction analyses; b) Geotechnical field and laboratory investigations, including, but not limited to: subsurface exploration (traditional and cone penetrometer borings); geophysical studies; inspection of subsurface explorations; laboratory testing; materials/borrow investigations; geotechnical field observations, sampling, evaluations and oversight; and geologic field mapping. Laboratory testing shall be performed in accordance with USACE and ASTM standards, and may only be performed at labs having a current USACE validation; c) Instrumentation services, to include evaluation, design, installation and rehabilitation of inclinometers, piezometers, movement monitoring devices, etc.; d) Design, installation, testing, monitoring and evaluation of relief wells; e) Preparation and presentation of geotechnical reports, technical topic presentations, and special studies; f) Dam Safety Training; g) Geotechnical Literature Search; h) Preparation of Project Completion Reports; i) Review of designs for compliance with USACE or other specified design standards; j) Dam and Levee Safety Inspections; k) Preparation of plans and specifications for geotechnical components of projects; l) Preparation of graphic borehole, relief well, and monitoring well installation logs (using gINT and MicroStation); m) Preparation of portions of Operations and Maintenance manuals associated with geotechnical project components. Minimum capabilities required include licensed/registered Geotechnical Project Managers, Senior Geotechnical Engineers, Geotechnical Engineers, Engineering Technicians, CADD/ArcGIS Specialists, Senior Geologists, and Geologists. Minimum equipment required for laboratory testing includes Triaxial Load Frames with automated Pore Pressure monitoring, Consolidometer Frames, Direct Shear Devices, and Rotational Shear Devices. The contractor shall be required to provide capable drilling rigs and cone penetrometer rigs with experienced, licensed operators to any specified work site. Contractor must have gINT, MicroStation V8, and GeoStudio software (Seep/W, Slope/W and Sigma/W modules as a minimum), with demonstrated expertise and compatible hardware for all required. FLAC or Plaxis (or approved equal software) and demonstrated expertise are also required. The NAICS code for this procurement is 541330 which has a small business size standard of $4.5M and corresponds to SIC code 8711. Under FAR 52.219-14, Limitations of Subcontracting, the prime contractor must perform at least 50% of the cost of contract performance incurred for personnel shall be expended for employees of the concern. This applies only to small business set aside contracts. If the contract is an unrestricted contract, the contractor (large business firm only) must furnish a subcontracting plan. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Award will be based on selection of the most highly qualified firm in accordance with A-E Brooks Act procedures. Anticipated A-E synopsis issuance is on or about March 2011. The official Synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 2. Firm's interest in proposing on the solicitation when it is issued. 3. Firm's capability to meet the requirements a) through m) listed in project description above and the minimum capabilities required (personnel & equipment) listed above. 4. Firm's capability to perform a contract of this magnitude and complexity. Firms need to include examples of projects performed within the past 5 years that clearly identify their experience in providing requirements listed in paragraph 3 above. Task orders for small business set aside contracts are anticipated to range between $3,000 and $1M with up to $3M in task orders outstanding at any given time. For unrestricted contracts, the anticipated task order range is $3,000 to $3M with up to $10M in task orders outstanding at any given time. Brief description of the project, customer name, timeliness of performance, customer satisfaction, dollar value of the project. Provide at least 3 examples. 5. Firm's small business category (Small Business, HUB Zone, Service Disabled Veteran Owned Small Business, 8(a) or HBCU/MI. 6. Firm's Joint Venture information, if applicable. Interested Firm's shall respond to this Sources Sought Synopsis no later than 20 January 2011. All interested firms must be registered in CCR to be eligible for award of Government contracts.
