- PRESOLICITATION NOTICE The Department of Veterans Affairs is seeking proposals from General Contractors to construct Inpatient/Outpatient Improvements - Mental Health Building at the Bay Pines VA Healthcare System, Bay Pines, FL. This procurement is unrestricted (full and open competition). This project (516-005 Inpatient/Outpatient Improvements) consists of the construction of a new 156,000 GSF multi-story Mental Health Addition with a bridge connecting to the main hospital, Bldg. 100. Also included in the project is the CEP expansion and shops relocation, the relocation of the oxygen tank farm, Bill Young Blvd., underground utilities, warehouse and loading dock, and the existing pedestrian walkway and courtyards. The construction of this project should allow for maintaining full operation of the existing facility during work. Contractor shall completely prepare site for multiple building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for the Mental Health Addition, CEP Expansion, roadway realignment, Pedway, Bridge Connector and Warehouse building, as required by drawings and specifications. Other than the site visit held as a part of the pre-proposal conference, visits to the site by bidders may be made only by appointment with the Medical Center Engineering Officer. DESCRIPTION OF BID ITEMS: A. CLIN 001 - BASE BID ITEM 1: GENERAL CONSTRUCTION: Work includes general construction of multiple work activities involving alterations, roads, walks, grading, drainage, mechanical and electrical work, utility systems, elevators, ACM necessary removal of existing structures and construction and certain other items for the following construction activity phases: B. CLIN 002 - BID ITEM 2: PHYSICAL SECURITY 1.Provide Structurally Reinforced Laminated Windows - locate on all façades of new structure. The project windows are designed with structural window frames attached to the wall structure to resist blowout caused by exterior detonation of explosive device of specific charge and force. The glazing is designed to minimize breakage in case of impact. 2.Provide Progressive Collapse Reinforcing - The structural system is designed to withstand the potential loss of one complete exterior column in the event of an external blast of a specified force. To transfer upper floor loads, the floor slabs around the perimeter of the structure contain additional reinforcement to transfer the load in the event of a single column loss. 3.Provide Emergency Power - The emergency stand-by power emergency generators and generator fuel tanks, include piping. 4.Provide All Exterior Perimeter Security Lighting - Lighting mounted on the building and pole mounted lighting. 5.Provide Intercom and Paging System, CCTV system, Security System including exterior access control gates and fencing including dock lifts, controls secured by card reader devices. C. CLIN 003 - ADD ALTERNATE NO.1: NORTH PEDWAY: Work includes extension of the new Pedway construction northward to entrances at Buildings 1, 22 and 100 as indicated. Work includes demolition of the remainder of the existing covered walkway and associated mechanical systems, extension of new pneumatic tube systems, and additional hardscape and landscaping. Existing pedway & utilities shall remain operational until completion of new Pedway & utilities. Maintain access to all building entrances during Gov't operation hours. D. CLIN 004 - ADD ALTERNATE NO. 2: BRIDGE CONNECTOR: Work includes construction of a pedestrian bridge connecting the new MHA Building 100G to the existing Building 100 at the 3rd floor level and including the interstitial floor below. Maintain Owner access in the B100 pedestrian breezeway around this work at all times. The work is located at the Bay Pines VA Healthcare System, 10,000 Bay Pines Blvd., Bay Pines, FL 33744. The Offeror shall furnish, and obtain any and all necessary licenses and/or permits required to perform this work in Bay Pines, FL. This is a Request for Proposal (RFP) solicitation. There will be no public bid opening. The magnitude of this project is between $50,000,000.00 and $100,000,000.00. The NAICS Code for this work is 236220. To be considered a small business under this code the SBA size standard must not exceed $33.5M. Small business subcontracting goals for this project are as follows: (a) 17.7% for Small Business (SB); (b) 5% Small Disadvantaged Business (SDB); (c) 3% Service-Disabled Veteran Owned Small Business (SDVOSB); (d) 5% Women-Owned Small Business (WOSB); (e) 3% HUBZone Small Business, and (f) 5% Veteran-Owned Small Business (VOSB). The solicitation package will be posted on FedBizOpps, which can be accessed at https://www.fbo.gov/. Documents will be available on or about January 19, 2011. A Pre-Proposal conference is scheduled for January 27, 2011 1:30 pm Eastern Time, at Bay Pines VA Healthcare System. 10,000 Bay Pines Blvd. in the JC Cobb Room in Bldg. 100, Room 1D127, Bay Pines, FL 33744. The offerors shall submit questions to the Contracting Officer but not later than February 15, 2011, at 4:30 pm Eastern time to Diane Campbell at Diane.Campbell@va.gov and James Forrest at James.Forrest@va.gov. The Government will respond to all questions around February 22, 2011, via an amendment on FedBizOpps. In the subject line of any e-Mail sent, identify: VA BAY PINES MENTAL HEALTH BLDG. Proposals are due to the Contracting Officer by March 7, 2011, 2:00 PM EDT (This date is subject to change based on issue date of actual solicitation). For changes to the issue date or any other changes to the information in this synopsis, potential offerors are responsible to check the information at https://www.fbo.gov/. The Government will not provide paper copies of the solicitation. Telephone, written, facsimile, or e-mail requests, for the solicitation package will not be honored. Potential Offerors must be registered in CCR and have a DUNS Number to download documents. No other notification of amendments will be provided.
