- Description: This is not a request for proposals. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Small and disadvantaged businesses are encouraged to provide input. BACKGROUND: The Coast Guard Long Range Surveillance (HC-130J) Aircraft is a transport and surveillance aircraft that is used to perform search and rescue, enforce laws and treaties including illegal drug interdiction, marine environmental protection, military readiness, and international ice patrol missions. The United States Coast Guard (USCG) currently operates six (6) HC-130J aircraft with a Multi-Mode Radar manufactured by EDO Corporation, DBA Defense Systems, 1250 New Horizons Blvd. Amityville, NY 11701-1130. SYNOPSIS: USCG, Aviation Logistics Center (ALC), Elizabeth City, NC is seeking alternate sources that can provide any or all of the Multi-Mode Radar Systems listed below: Processor MMR, P/N-1021J400-001, Cage Code 82340; Transmitter MMR, P/N-1021J200-001, Cage Code 82340; All items shall be new condition. The part numbers identified are authorized by the aircraft radar original equipment manufacturer (OEM) EDO Corporation thus alternate items cannot be considered. All possible sources must provide traceability to the item (OEM). Drawings or specifications are not available, and cannot be furnished by the Government. All companies that can provide the items are encouraged to provide a capability statement, company cage code, brochures, or any other information demonstrating that the items can be provided. Please respond to the following questions: (1) Is your business a large or small business? (2) If small, does your firm qualify as a small, emergent business, or a small, disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group and is your firm certified under Section 8(a) of the Small Business Act? (4) Is your firm a certified "hub zone" firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a certified Service-Disabled Veteran-Owned? (7) Is your product listed on a GSA schedule? (8) Do you have other government agencies using the product, and if so which agencies, POC's and contract numbers? (9) If possible, provide any POC's for civilian users for general usage of product questions. After the review of the responses to this Request For Information announcement, and if the Government still plans to proceed with an acquisition, a solicitation announcement will be published on FEDBIZOPS. REPLIES: Responses to this Request For Information are not an adequate response to any future solicitation announcement. Responses to this Request For Information notice along with any capability statements, company literature, and brochures shall be emailed to Brian McGowan at brian.k.mcgowan@uscg.mil, insert "HSCG38-11-I-300002" in the subject line.
