- Attached are the provisions and clauses related to this requirement. The Uniformed Services University of the Health Sciences (USUHS) located on the National Naval Medical Center (NNMC) in Bethesda, MD has a requirement for configuration management software licenses in support of Certification and Accreditation (C&A) under the Military Health System/TRICARE Management Activity (MHS/TMA) implementation of DoD Information Assurance Certification and Accreditation Process (DIACAP). DIACAP C&A of Automated Information Systems process will lead to an Approval to Operate (ATO) document granting the USU authority to connect to the Global Information Grid (GIG). This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This request for quotes (RFQ) for commercial items is in accordance with FAR Part 12 – Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures. It will be the responsibility of the contractor to check the website http://www.fbo.gov for the issuance of any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-48. This solicitation is for full and open competition under the applicable North American Industry Classification System (NAICS) Code 511210 – Software Publishers. The CLIN structure for this requirement is as follows: CLIN Description Total Cost 0001 Configuration Management System ________________ See attached provisions and clauses. The Government will award a single award, firm fixed price purchase order. To be eligible for contract award, a contractor must register with the Central Contractor Registration (CCR) database and the Online Certifications and Representations Application (ORCA). Quotes are due on or before 4:30pm EST on 12 January 2011. Quotes must be submitted via email to melissa.marcellus@usuhs.mil. Quotes received after this 12 January 2011 deadline, or via any means other than email will not be evaluated. All questions/clarifications in reference to this RFQ must be submitted via email to the Contract Specialist, Melissa Marcellus, at melissa.marcellus@usuhs.mil, no later than 11:30am EST on Friday, 7 January 2011. Only electronic submissions of questions/clarifications will be accepted. Questions/clarifications will be addressed in a modification to the solicitation. Any questions/clarifications submitted after 11:30am EST on 7 January 2011 or via any means other than what is specified above, will not be answered. Award will be made to the contractor representing the best value to the Government using tradeoffs between the evaluation factors listed below. Tradeoffs allow the Government to select the contractor representing the best value to the Government by conducting a tradeoff between the evaluation factors. The Government is not required to award to the lowest priced contractor or to the contractor quoting the highest technically rated software. Quotes received by the deadline of 4:30pm EST on 12 January 2011, will be evaluated using the following evaluation factors: 1. Technical – the contractor must provide product literature for the product quoted. At a minimum, the product literature must demonstrate the product quoted meets the minimum specifications outlined in this RFQ. USUHS requests to have the product and license key in hand for installation by USUHS 7 days ARO. Configuration and customization will take place after receipt of the license key. The Government reserves the right to request a demo of the quoted product; and 2. Price – the contractor shall provide total pricing in addition to an itemized breakout pricing for each module when appropriate. INSTALLATION IS NOT REQUIRED. THE GOVERNMENT WILL INSTALL THE PRODUCT. The Government reserves the right to award without discussions. Each contractor is urged to examine the RFQ and ensure that the submitted quote contains all necessary information, provides all required documentation, and is complete in all aspects. Requirements for Configuration Management System A Configuration Management Database (CMDB) is needed to function as a repository of all configuration items on the USU network. The CMDB shall support the end-to-end IT service process flow between Incident, Problem and Change Management at USU and allows for interdependency and relationship mapping. The CMDB shall also allow for the integration of a Knowledge Management/Base that is directly accessible from within the application. The product shall combine all of these functions into one application, with easy functionality for users and technical personnel, ability to integrate with the current HEAT call tracking system; and is solely web-based and economically priced. The CMDB must be easily expandable to meet unique mission requirements. Functional Requirements All-in-one service desk application, standard ‘Out-of-the-Box’ including Incident, Problem Management, Change Management, Release Management, Service Level Management, Knowledge Management, End User Self Service, Track Software License functionality ● The standard ‘Out-of-the-Box’ processes must rely upon industry-expected standards, including ITIL, CoBIT and ISO9000. ● The application must allow for the generation of pertinent reports, establishment of configuration item (CI) relationships to assist in the impact and root cause analysis, establish links between common service management objects such as incidents, problems, known errors, request for changes and service level agreements (SLAs) and to provide visibility of the USUHS environment. Provide an end-to-end ability for end users and IT support personnel to monitor and request IT services ● 100% web based (no client components) ● Integrate service management functionality, including End User Self-Service, Email Interface, Event Calendar, Knowledge Base, Performance Dashboards, Trending Reports, SLA Management, Asset and Configuration Management, and Reporting ● Configurable to HEAT Call Tracking System ● Multi-organizational configuration – the ability to add USU departments (organizations and/or buildings) to track Configuration Items ● Asset and configuration management – bi-directional relationships between assets, people, incidents, changes, and problems ● Track Software Licensing ● Document linking and save documents to database as configuration item ● Ability to create customizable Dashboard ● Email notification to users and/or Tier 2 support personnel ● Create tickets via email ● Update tickets via email ● Ability to run 100% Web based application on Smart Phone devices Look, Feel and Use Requirements • GUI, 100 % Web based • Easy to submit user requests • Simplistic systems administration Hardware/Software Interface Requirements • We are seeking to run the application on a dedicated server on Microsoft Windows, Microsoft IIS. The dedicated server will be hosted on site at USU. Other options will be evaluated less favorably. • The database shall be fully supported in an Enterprise Microsoft SQL database with the ability to receive data feeds from Cisco Works, Active Directory and SMS, the Space Database, as well as any other specified databases in the existing infrastructure. More weight will be given to this requirement. • The application shall have the ability to conduct discovery of MS windows and Macintosh systems for obtaining software inventories and other hardware assets on the network. Other options will be evaluated less favorably. • Full integration with Microsoft Active Directory with password authentication and full synchronization of user and computer entries is required. For integration purposes, we would like to obtain PHP NuSOAP, Perl scripts, and Visual Basic scripts. This requirement will be given more weight. • We are seeking direct ODBC access to database for queries and the use of 3rd party report writers such as Crystal Reports. • This application shall also utilize SMTP mail libraries for automatic outbound e-mail notification and POP3 for incoming e-mail. In addition, encryption using SLL over HTTP is required. Other options will be evaluated less favorably Operational Requirements • Intuitive front-end for performing database functions such as creation, backup & recovery, optimization and upgrades as required Additional Information “All-in-one application” means that the single product includes all of the functionality to support Incident Management, Problem Management, Release Management, Knowledge Management, End User Self Service, and Track Software Licenses in one application. A single application is the requirement. A single application platform cannot be used. MS SQL is a requirement. Up to 19,000 Configuration Items and a single server to be included for pricing purposes. Up to 2,500 users will access the system. Up to 8 locations will access the system; the speed between the sites varies. There is a need for DISA STIG and security configuration management. There is no need for Power Management or Remote Control.
