- Description
- The Naval Air Warfare Center - Aircraft Division, Lakehurst, NJ requires the procurement of alignment blocks for the Common Video Borescope Set (CVBS), which the government intends to solicit and negotiate with GE Inspection Technologies (GEIT) located in Skaneateles, NY. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, GEIT is the sole designer and manufacturer of the CVBS and the technical data rights are proprietary to the original equipment manufacturer (OEM). The CVBS is a stand-alone unit with limited replaceable components. One component that is replaceable is the optical tip adapters. All tip adapters are direct 'plug and play' replacements with the exception of the defect measurement adapters. When replacing the defect measurement tip adapters a separate alignment block is required. Algorithms within the CVBS software use this block to align the system with the physical characteristics of that specific defect measurement tip adapter. This process is required to ensure the CVBS meets the required measurement accuracy. The U.S. Navy has a requirement to procure these alignment blocks to ensure that each CVBS that is fielded meets all operational requirements. The government does not possess the technical data rights to compete the requirement. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive proposals, however, the government will consider all responses received to this notice. A determination by the government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. No solicitation will be available for this procurement.
