- NASA, John C. Stennis Space Center (SSC), Stennis Space Center, MS is issuing thisRequest for Information (RFI) for the provision of food services at SSC. SSC seekswritten comments, statements of interest, and a statement of the prospective offerorsgeneral business plan/concept of operations for the Main Cafeteria located in the NASAAdministration Building, B-1100, the Site Maintenance Cafeteria located in MaintenanceBuilding, B-2201, and one mobile food truck (vendor owned). The prospective Food Service Operator will manage and operate, independently of a federalagency, the cafeterias/food truck in/at a government owned facility, with some equipmentand services provided.Existing cafeteria equipment (serving lines, stoves, ovens,dishwasher, freezers, refrigerators, etc.) as well as some non-consumable materials(utensils, trays, plates, etc.) will be provided as Government Furnished Equipment. Examples of services provided include utilities, telephone, grounds keeping, janitorial,refuse pick-up, equipment maintenance and security check of employees. The Food Service Operator shall provide a variety of meals that are healthy, reasonablypriced and of interest to a majority of the 5,200 employees at SSC so as to ensure astrong customer base. The Operator shall manage and operate all aspects of thecafeterias/food truck, including but not limited to: food purchasing, preparation andservice; marketing, advertising; and staffing.The operation must comply with allfederal and state licensing entities, including a Hazards Analysis Critical Control Point(HACCP) Methodology. The following information is illustrative of the current food services provided and shallnot limit potential operators as to their business plan. Statistically, the averagemonthly customer count at SSC is approximately 1,200. Currently the Main Cafeteriaprovides two meals per day, 5 days per week, and 52 weeks per year, excluding federalholidays. The Site Maintenance Cafeteria and Food Truck provide lunch only. Breakfastis served between the hours of 6:30 a.m. until 9:00 a.m. with lunch served between thehours of 11:00 a.m. and 1:00 p.m. Operators shall employ, train and supervise all personnel and furnish the food, equipmentand supplies, except for equipment provided by the Government.All employees must becitizens of the United States, resident aliens, or otherwise lawfully entitled to work inthe U.S., and must meet appropriate security requirements. Thesubject RFI shall not be construed as a commitment by the government, nor will thegovernment pay for, or be held liable for any information obtained.
