Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. This requirement is being issued in conjunction with FAR 15 procedures, as applicable. The Solicitation number is 1083091. This solicitation is issued as a Request for Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-47. This acquisition is set as for small businesses under NAICS code 325611, Soap and Other Detergent Manufacturers, with a small business size standard of 750 employees. The Food and Drug Administration/National Center for Toxicological Research has a requirement for Animal Facility Cage Washing Detergent as follows (Note: pH of water used in cage washers is 7.5)..Alkaline detergent to be used in high pressure spray cage washing equipment: Girton rack washer (model 80-0), Girton tunnel washer (model CT3654X), Girton tunnel washer (model CT2048), Girton bottle washer (Model CT2024), Girton tunnel washer (Model 2048SX), Girton bottle washer (model 02024S), DynaForce rack washer (Model96ESL) and Steris rack washer (Model 4200);.Acid detergent to be used in high pressure spray cage washing equipment: Better-Built rack washer (model 6700-6301), Steris rack washer (model 4200) The alkaline detergent must be effective in both hard and soft water and safe to use on aluminum, stainless steel, and all types of plastic cage materials. The product must be phosphate-free and capable of removing urine scales, oily proteinaceous soils, and other organic soils. Product must also be capable of removal of metal oxides such as rust and tarnish with continued use. The acid detergent must be effective in safely removing a wide variety of soils, hard water scale, urine scale, and metal oxide from metals and plastics. Product may contain phosphates. All equipment (pumps, etc) to dispense detergents into cage washers must be provided by company. A company representative must visit facility at least quarterly to inspect equipment to ensure proper functioning. Proposals must include normal usage rate (ounces/gal) for each product proposed. All Proposals must be FOB Destination prices. The period of performance is a base period of one year with the possibility of 4 option years. Pricing for Alkaline detergent is requested in both 30 gallon barrels as well as 300 gallon totes. The Government may elect to order the alkaline detergent in a combination of barrels and totes. The entire year quantity is to be made in one delivery. (a)The Government will award a contract to the offeror whose offer is the lowest priced, technically acceptable product. (b)Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of the options shall not obligate the Government to exercise the option(s). The Contracting Officer may exercise the options by giving written notice to the contractor no later than 30 days prior to the expiration of the contract. Contract Schedule Modification Affected by Option Exercise: Upon exercise of option, an additional twelve months will be added to the contract period of performance.
