Description
The proposed contract listed herein is being considered for 100% 8(a), HUB Zone, Service Disabled Veteran Owned Small Business or Small Business Set Aside. All interested 8(a), HUB Zone, Service Disabled Veteran Owned Small Business or Small Business Set-Aside concerns will notify this office electronically to felecia.a.sousa@us.army.mil of their intention to submit the required information listed by 18 January 2010. The information must be received by 4:00 PM EST on 18 January 2011 in order to be considered. In addition, the deadline for questions is 10 January 2011 Solicitation W91QF5-11-R-0002, Source sought for the Indefinite Delivery Contract (IDC) for Architect and Engineering Services for the Tidewater Regional Directorates of Public Works (DPW) in Fort Lee, VA. Teaming arrangements are permitted and encouraged for small businesses in accordance with FAR 52.219-14. NOTE: 8(a), HUB Zone, Service Disabled Veteran Owned Small Business and Small Business firms: At least 50% of the cost of the contract performance incurred for personnel shall be expended for employees of the concern. This electronic notification submittal must include (1) name of the firm, phone number, point of contact, email address, size status, socioeconomic status; (2) evidence of capacity to perform the multiple requirements and capacity of firm to manage multiple disciple design teams at one time (not to exceed 10 pages) (3) Knowledge of Department of Defense (DOD) regulations to include recent experience (within the past 3 years) of firm members, individually and collectively as a total in performing architect and engineering projects that includes, but is not limited to follow work: Architect-Engineer (A-E) Services for the preparation of designs, plans, specifications and cost estimates for various projects. The services that may be required will consist of, but are not limited to: Designs and/or Feasibility Studies for new structures, various repairs, alterations and/or improvements to Barracks, Administrative facilities, Warehouses, Training Buildings and other existing facilities or installation infrastructure, including design or inspection of roads and other surfaced areas construction and repair; Storm water and other drainage systems; Structural Inspections; Pavement Condition Inspections; Building condition reports, including Installation Status Reports (ISR); Rehabilitation of historic buildings and structures; Project Management and Inspection Services for construction projects; Computer Aided Design and Drafting (CADD) services, including the scanning or digitization of existing construction drawings; Environmental Surveys, Reports, Studies and Designs for the clean-up, removal, monitoring and/or abatement of asbestos, hazardous/toxic materials and petroleum products. The Architect-Engineer shall upon receipt of duly executed Task Orders; perform all services required therein, in accordance with the basic contract and attachment thereto. Any format that contains the information requested above will be considered however, a SF 330 is preferred. All reports shall include both a hard copy and electronic PDF copy. The following services may be required: engineering services, design services, technical specification preparation for full design packages, preparation of planning documentation, topographic surveys and geotechnical engineering reports, collateral equipment lists, preliminary hazard analysis, obtaining permits and regulatory approvals, contractor submittal review, construction field inspection and consultation, comprehensive interior design, Title II Inspection, Operation & Maintenance Support Information, and as-built drawing preparation. THE REQUIREMENTS FOR THE SF 330, etc., LISTED BELOW AE NOT REQUIRED TO BE SUMITTED A THE TIME FOR THE SET-ASIDE DETERMINATION, BUT WILL BE REQUIRED FOR SELECTION DETERMINATION. THE FOLLOWING WILL BE REQUIRED AT A LATER DATE. Solicitation MAY result in the award of two contracts containing one contract for architecture and another for engineering. The geographical area for this contract will be Fort Lee, VA. The contractor may also, on occasion, be tasked to provide the services described herein for other installations serviced by the Mission and Installation Command (MICC). These projects will be assigned on an exception basis as determined by the Contracting Officer. A professional engineer will sign engineer work; therefore contractor personnel must consist of professional engineers registered in the state of Virginia. A minimum guarantee will be provided in the amount of $10,000. This guarantee fee is a certain obligation at the time of the award and as such will be fulfilled within base year of the contract. This contract, W91QF5-11-R-0002, is for two contracts that will not exceed $10,000,000.00 ($5M for each contract). No new work can be added after one year following award of the initial work unless the option year is exercised. The following criteria (numbered in order of importance) will be used for the selection process: 1. PROFESSIONAL QUALIFICATIONS: a) Technical competence by discipline (education, registration and experience) of individual team members which must include, in addition to the traditional disciplines, an engineer registered in the following disciplines: Project Manager, Architectural, CADD Technician, CIH, Civil Engineer, Construction Inspector, Environmental Engineer, Environmental Technician, Electrical Cost Estimator, Fire Protection, Geotechnical, Historic Preservation Specialist, Interior Designer, IT/Telecommunications Technician, Mechanical Engineer, Plumbing Specialist, Project Administration, Roofing Specialist, Specification Writer, Structural Engineer. In addition, a Certified Industrial Hygienist (CIH) must be part of the design team and a copy of their Board of Industrial Hygiene Certificate must be included in Part I, Section H, and Block 30 of the SF 330. Address the proposed method of carrying out the work, including the composition, responsibility, and organization of the design team, to meet the anticipated project requirements. 2. SPECIALIZED EXPERIENCE: Recent experience (within the past 3 years) of design teams individually and collectively as a total team (A-E, Client Outside agencies) in (a) Antiterrorism design for Federal facilities, energy conservation, pollution prevention, waste reduction, the use of recovered materials and the LEED rating system for energy conservation and sustainability; (b) Multiple Projects with a multiple discipline design team concurrently. Indicate work completed under current and/or recently multiple projects with a multi-discipline design team concurrently and IDC. Include Contract number(s), Point of Contact, telephone number(s) and email address (es) for each. Also address the design JOC Construction documents and estimates(c) Designing projects for Tidewater Regional Directorates of Public Works (DPW) at Fort Lee, VA; (d) Designs use of the International Building Code (IBC), National Fire Code, State Building Codes and past; (e) Designs using R.S. means cost books, AUTOCAD, SPECINTACT, EUROJOC and MCACES estimating software; (f) Computer resources to include accessibility to, familiarity with and possession of the following items: (1) Construction Criteria Base (CCB); (2)SPECINTACT and Master Format Specification Systems; (3) MCACES Estimating System; (4) In house AUTOCADD capability, version 2008 and/or later version(s); (5) In-house capability to transmit electronic documents via internet; (6) Dr. Checks 3. PERFORMANCE: past performance rating by Government agencies and private industry with respect to work quality, performance, compliance with schedules and cost control. 4. CAPACITY: Capacity of firm and multiple discipline project teams to accomplish multiple large and small projects simultaneously; and (b) Ability to sustain the loss of key personnel while accomplishing work within required time limits. 5. LOCATION: (a) Knowledge of local site conditions and applicable regulatory requirements; and (b) Ability of firm to ensure timely response to requests for on-site support. 6. VOLUME OF DOD WORK: Firm will be evaluated on terms of work previously awarded to them by DOD within the past 3 years. The objective is equitable distribution of contracts among qualified A-E firms. This includes small and small disadvantaged business firms and firms that have not had prior DOD A-E contracts. 7. JOINT VENTURE, TEAMING OR SUBCONTRACTOR UTILITZATION: Any large firm that is selected will be required to submit a subcontracting plan before price negotiations begin for contract award. Large business firms will be evaluated on the extent to which they identify and commit to small businesses, veteran-owned business, HUBZone small business, small disadvantaged businesses, and woman-owned small business concerns as consultants in performance of this contract. The current subcontracting goals established for these contracts is 31.7% for small business, 5.0% for small disadvantage business, 5.0% for woman owned businesses, 3.0% HUBZoned businesses for FY10 and beyond, 3.0% for veteran-owned businesses, and 3.0%for service disabled veteran-owned business concerned. In order to assist the committee to more efficiently review all applicants, A SUMMARY OF EXPERIENCE AS SPECIFICALLY DEFINED IN CRITERIA 1,2,3 (QUALIFICATIONS, EXPERIENCE AND CAPACITY AND PROPOSED TEAM STAFFING AND DEPTH OF ADDITIONAL STAFF SUPPORT) IS REQUESTED AS PART OF OR IN ADDITION TO THE SF 330. 1. Summarize your proposed team with the following data: a) firm name; b) individual name; c) if the individual is with a consultant firm, then state your work history with the individual name and consultant firm; d) office assigned to (home or branch office); e) Professional Registration, state and date; f) assigned team responsibility; g) years with current firm, years with other firms; and h)percent of time committed to this team. 2. List the number of individuals in each discipline NOT assigned to the proposed team who could be used to augment the proposed team in the event of loss of key personnel or failure to maintain schedules. 3. Summarize in descending order or significance, at least three of your most relevant projects for the type of the projects for the type of the projects required under the experience category: a) identify the amount of liability insurance your firm acquired for each relevant project. For each of the presented projects give the following information where applicable: a) list the current proposed team members who worked with you on the projects; and b) an owner point of contact with telephone number; c) show the original submission schedule, owner approved time extensions, and the final execution schedule. 4. A-Es responding should prepare to provide their Quality Assurance Project Plan (QAPP) prior to selection interviews once a short list has been approved. The QAPP will include an explanation of the management approach; an organizational chart showing the inter-relationship of management and team components and specific quality control processes used. For consideration, provide ONE SF 330 for each consultant proposed. The SF330 with attachments shall be limited to 25 pages (8.5 X 11, one sided), with print size not less than 12-pitch font. Every page that is not SF330 will be included in the 25-page count. The submittal package must be received in this office not later than 3:00 P.M. on a YET TO BE DETERMINED DATE. Submittals received after this date and time will not be considered. If additional firms are needed consideration, SF 254s already on file will be used. Offertory must also be registered in the Contractors Central Registration (CCR) in order to participate in this procurement. The website for CCR is www.ccr.gov. Include telephone/fax numbers and e-mail address in Block 3a, DUNS number, Commercial and Government Entity (CAGE) Codes, if known, ACASS number and Taxpayer Identification Number (TIN) in Block 3.
