- NASA/ARC intends to extend contract NNA05AC42C with Integrated Science Solutions,Inc. on a sole source basis pursuant to 10 U.S.C. 2304(c)(1), Only One ResponsibleSource. The performance period will be extended for a potential six month period,consisting of a three month base period, and three one-month options. The principlepurpose of this contract is to provide environmental support to NASA Ames ReserachCenter. The current contractor provides the following mission critical support servicesunder the environment contract: Environmental Compliance, Pollution Prevention andSustainability, Wildlife and Habitat Conservation and NEPA Compliance, Site Investigationand Restoration, and Environmental Management Systems.The purpose of this contractextension is to assure continuing compliance with numerous Federal, State and Localenvironmental laws, regulations, and policies in carrying out NASA/ARC's mission criticalprograms, projects, and activities.This extension will begin February 4, 2011 and end on May 3, 2011 for the base period;and end on August 3, 2011 if all three one-month options are exercised. The extension isin the Government's best interest to provide ongoing environmental services until a newcontract is awarded. The current contractor, Integrated Science Solutions, Inc. isconsidered the only contractor that can meet ARC's needs given the short period ofperformance for the extension.Additionally, competing the requirement for a period ofup to a six month term would not be possible given the end date of the current contractand the requirement for uninterrupted service.Awarding the potential six month contractto another contractor at the same time the recompete is in process would result insubstantial duplication of cost to the Government that is not expected to be recoveredthrough competition of the extension as well as unacceptable delays in fulfilling ARC'scritical requirements.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon January 14, 2011. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
