- Description
- The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends tomodify contract N66001-05-D-0004 with Rosser Marine and Charter Company, Inc. in order to increase the estimated level of effort by 21,682 labor hours, increase the cost plus fixed fee and extend the contract ordering period. The contract provides for vessel operations, maintenance and repair of a government owned research vessel. The contract was awarded on 3 February 2005 against solicitation N66001-04-R-0047 with a 5 year period of performance for 84,675 labor hours. A solicitation for the follow-on competitive acquisition was issued on 11 January 2010. Proposals were received on the 18 February 2010 closing date and are under evaluation. The current contract was modified to allow for continued services during the follow-on acquisition, however it requires a modification to provide continuation of support until the follow-on competitive action is awarded. It is anticipated the follow-on contract will be awarded in July 2011. The Government intends to increase the ceiling estimate to 106,357 labor hours and it is expected that the ceiling increase will satisfy program requirements through July 2011, which is the anticipated timeframe required to award the new competitive contract. If the contract is not modified, the Government will be without essential services that maintain and repair an aging vessel, as well as services that operate the vessel which supports a mission critical sonobuoy program. Interruption of these services would result in compromises to the on-board systems and preservation of the ships structural surfaces, and unacceptable delays in meeting critical operational capability deployment dates. This notice of intent is not a request for competitive proposals or quotes. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government. Questions concerning this sole source procurement action may be directed to the Contract Specialist, Jill Mahdessian at jill.mahdessian@navy.mil or telephone (619) 553-5853.
