- Description
- NASA/GSFC has a requirement for two flight battery test pack modules for the GlobalPrecipitation Mission (GPM) Project. The test pack modules being procured are identicalin fit, form, function, and fabrication to modules used in the flight batteries. Thetest packs will under go specific tests at Goddard to establish the reliability ofcritical safety features that are part of the battery design. The minimum requirementfor these packs is that they are as 'flight ready' as possible. The test packs must bereceived four months after award in order to mitigate impacts to the battery flight buildschedule should pack testing indicate questionable reliability of the safety features.NASA/GSFC intends to purchase the test packs from ABSL Space Products. A company undercontract to provide the GPM batteries.The batteries and resulting testpacks are custombuilt using proprietary designs and processes that cannot be duplicated by anothervendor. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. EasternStandard Time on January 21, 2011. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
