Description
The Defense Logistics Agency Energy (DLA Energy) and DLA Information Operations are interested in receiving information to identify potential vendors to support continued Information Technology (IT) services for the routine day-to-day maintenance and system critical production maintenance of Legacy Systems, interfaces, and transition systems and sustainment of associated test systems, as well as help desk support, System Change Requests (SCRs), Information Assurance (IA) system security of the Defense Fuels Automated Management System (DFAMS), Automated Voucher Examination and Disbursing System (AVEDS), Message Accountability Delivery System (MADS), system library routines and utilities. This is in support of Information Operations effort of providing application maintenance and technical support to the DLA Energy for this automated information systems. Defense Logistics Agency Energy is responsible for world-wide energy and wholesale and retail fueling operations for the Department of Defense (DOD) and other federal agencies. DLA Information Operations and DLA Energy involvement in development and sustainment activities for Commercial off the Shelf (COTS) software, Modifiable off the Shelf (MOTS) software and a legacy mainframe system called Defense Fuels Automated Management System (DFAMS), all sub-processes of Business Systems Modernization - Energy (BSM-E) and in convergence activities to support anticipated fuel management system requirements services in accordance with the Performance Work Statement (PWS): Support for 24/7 Production Operations; Project Management and Configuration Management; BSM-E system interface support; application software maintenance, testing, System Change Requests (SCR) and support; technical writing and documentation support; functional analysis and system data support; help desk, system security, certification and accreditation support for a requirement entitled "Defense Fuels Automated Management System". Additional objectives include, but are not limited to, the following: • Demonstrated capability to administer and maintain a variety of software configurations. DFAMS and AVEDS use a variety of software configurations including Computer Corporation of America's Model 204 Data Base, Inverted File Access Method (IFAM), MVS Operating Systems, utilities, and processes, IBM ZOS Operating Environment, IBM OS/MVS Job Control Language (JCL), COBOL 85, M204 APSY subsystems, Virtual Tape, DLA developed source librarian and pre-processor programs, File Transfer Protocols (FTP, NJE), and Unix system (HPUX and Sun Solaris) interfaces both internal and external. • Demonstrated capability to maintain and support MADS, utilities such as DDS, DFTIUNIX, ERDM, MADS, MANDATE2, MORDS, SLAP/TESTRITE, System Exits and the Environmental Support Library (ESL) which falls under DLA ZOS and OS/390 Systems. For a comprehensive understanding of the requirement beyond the cited objectives above, potential respondents to this Sources Sought Notice are encouraged to review the attached performance work statement. This Sources Sought Notice constitutes a Request-for-Information (RFI) from potential offerors to identify organizations with the capability to perform this effort and to assess the competitiveness of the market. This notice does not in any way constitute a Request-for- Proposal (RFP) or Request-for-Quotation (RFQ) and as such, shall not be construed as a commitment by the Government. The Government does not intend to award a contract on the basis of this notice nor otherwise pay for information/items provided in response to this notice. BACKGROUND: DLA Engery and DLA Information Operations, Virginia provides application maintenance and technical support to the DLA Energy for their automated information systems. DLA Engery and DLA Information Operations are involved in development and sustainment activities for Commercial off the Shelf (COTS) software, Modifiable off the Shelf (MOTS) software and a legacy mainframe system called Defense Fuels Automated Management System (DFAMS), all sub-processes of Business Systems Modernization - Energy (BSM-E) and in convergence activities to support anticipated fuel management system requirements Description: DFAMS/AVEDS is a mainframe application that provides a responsive system of procurement, inventory control, distribution, disbursing, and financial management to support the Integrated Material Management (IMM) of bulk fuel and petroleum products. DFAMS provides automated validation and verification of data, exception processing, modular design and programming, consolidated files, audit trails, minimum document flow, and flexible ad hoc inquiry. DFAMS is used to track the disbursement of fuel supplies. AVEDS (Automated Voucher Examining and Disbursing System) is a major subsystem of DFAMS that performs portions of contractor payment functions. The required services include: support for 24/7 Production Operations; BSM-E system interface support; application software maintenance and support; technical writing and documentation support; functional analysis and system data support. DFAMS and AVEDS use a variety of software configurations including Computer Corporation of America's Model 204 Data Base, Inverted File Access Method (IFAM), MVS Operating Systems, utilities, and processes, IBM ZOS Operating Environment, IBM OS/MVS Job Control Language (JCL), COBOL 85, M204 APSY subsystems, Virtual Tape, DLA developed source librarian and pre-processor programs, File Transfer Protocols (FTP, NJE), and Unix system (HPUX and Sun Solaris) interfaces both internal and external. Maintenance and Support for MADS, utilities such as DDS, DFTIUNIX, ERDM, MADS, MANDATE2, MORDS, SLAP/TESTRITE, System Exits and the Environmental Support Library (ESL) which falls under DLA ZOS and OS/390 Systems.   Responses to this RFI shall include the name and address of the organization/business concern, point-of-contact, cage code, NAICS code, business size, corporate capabilities, experience, cage code, and if applicable a GSA contract number, if the organization or business concern is a GSA Federal Supply Schedule holder. Responses to this RFI shall (if applicable) be in ten (10) pages or less as it relates to the following criteria: (1) Capable organizations or business concerns must offer citations demonstrating knowledge and understanding of a DFAMS, AVEDS, MADS, system library routines and utiltities or similar knowledge and understanding applicable the cited sub-processes of BSM-E and convergence activities to support fuel management system requirements. (2) Relevant experience with the actual systems of record or similar experience applicable to the actual systems of record as cited in the attached PWS. (3) Past Performance References (government or commercial) for this type of work during the last three years. All ten (10) pages or less shall be in Microsoft® Word document electronic format (8.5" x 11") typed in Times New Roman 12-font, and single line-spacing. To the extent practicable, interested organizations/business concerns should cite relevant contracts to demonstrate the experience addressed in the topics cited above.
