Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. The Naval Surface Warfare Center, Crane Division has an existing five-year contract with Technology Services Corporation (TSC) of Los Angeles, CA for the Engineering support for the AEGIS Microwave Tubes, AN/SPY-1 and MK99. Efforts include performing engineering analyses and recommending changes to existing microwave tube baseline configurations, manufacturing processes and operation parameters. The requirement also includes support for statistical research and evaluation of microwave tube components including design and proof of design for specialized pieces of military microwave tube test equipment. Contract N00164-07-D-8907 was awarded to TSC on 01 April 2007. It is a five-year, indefinite delivery, indefinite quantity (IDIQ) contract. The five year ordering period ends 31 March 2012. At the time the contract was awarded the ship build program for the DDG 51 class destroyers was concluded. In FY 10 the ship build program was reinstated and the support required from this contract was increased. Therefore, there is a need to negotiate a contract modification to increase the dollar ceiling of this contract. The ordering period will remain unchanged. The solicitation for the original contract was issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer was solicited from Technology Service Corporation (TSC), 1900 Sepulveda Blvd STE 300, Los Angeles, CA 90049-3456. The modification will be negotiated utilizing other than full and open competition precedures as well under the authority of FAR 6.302-1(a)(2). It has been determined that the Government requirement for this service can only be met by one company due to the contractor s unique knowledge, expertise, and experience with the historical in-depth knowledge and engineering expertise of all AEGIS microwave tubes, vendors, and critical systems interfaces. This unique knowledge could not be duplicated within the two-year time period for completing the current Product Improvement Programs (PIP). The costs of trying to duplicate this unique knowledge could not be expected to be recouped in competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract modification requirements based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A solicitation will not be issued as the Government will be negotiating a modification to an existing contract. This notice is a synopsis and does not constitute a Request for Proposal (RFP) and is not a commitment by the U.S. Navy to procure subject services. Submitting a bid from the NECO website by clicking on the Submit Bid does not guarantee offers will be received by the proper person in the correct format. It is the responsibility of offerors to submit offers to the POC at NSWC Crane to be considered.
