- Note: All responses to this Invitation for Bid shall be mailed toWestern Area Power Administration, P.O. Box 6457, Phoenix, AZ 85005-6457. Physical address for hand carried proposals: Western Area Power Administration, 615 S. 43rd Ave, Phoenix, AZ 85009. The Western Area Power Administration, Desert Southwest Region, has a construction project which consists of furnishing all necessary labor, supervision, materials, licenses, permits, insurance, transportation, and equipment necessary in the construction project titled Alternate Intake Project (AIP) Phase II, 69-kV Transmission Line Pole Replacement. Contractors responsibility will be to remove and replace existing poles over the river crossing at Contra Costa Water District (CCWD), Old River Substation location, structures 2/8 and 2/9. The new poles are 120 and 140 tall. Concrete foundations will be 9 wide and 40 long, with a 2 reveal above grade. This is to comply with the minimum height requirements, of which the original construction did not meet. The work MUST be accomplished within the framework of established transmission line outage windows. All work shall be in strict compliance with the specifications and drawings. The project magnitude is between $500,000.00 and $1,000,000.00. Place of performance is Old River Pumping Station, Contra Costa County, CA. A site visit has been tentatively scheduled for February 9, 2011 at 10:00 AM at the Old River Pumping Station. The solicitation, specifications and drawings, and any subsequent amendments will only be available in electronic format, downloadable from the internet free of charge. No CD-ROMS or hardcopy documents will be distributed. It is anticipated that the solicitation, specifications and drawings, will be available for download at http://e-center.doe.gov/ or http://www.fbo.gov ( http://www.fbo.gov/ ) on or about January 24, 2011. It is the responsibility of the bidders to monitor the website for notices and amendments. The projected bid opening date is February 23, 2011. A firm-fixed price contract award is contemplated with an estimated completion date of May 1, 2011. This solicitation is set aside 100% for small business Invitation For Bid (IFB). The acquisition is subject to the North American Industry Classification System (NAICS) code of 237130 with a size standard of $33.5 million.
