- This is a preliminary notice not a Request for Proposal (RFP). The Army Contracting Command (ACC), AMCOM Contracting Center, proposes to acquire technical and analytical support for design, systems engineering, fabrication, manufacturing, assembly, integration, test and qualification, sustainment and life cycle management in support of the Aviation and Missile Research, Development, and Engineering Center (AMRDEC) Prototype Integration Facility (PIF) under a single source award of an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract pursuant to FAR 19.805 on the basis of competition limited to Small Business Administration certified 8(a) firms. The IDIQ contract will allow for issuance of Firm-Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) task orders or FFP and CPFF tasks within a task order. The mission of the AMRDEC PIF is to support technology activities in the development and qualification of prototype and production subsystem and system components, and the integration of those and other components into complete system platforms. The PIF provides a rapid response capability for solving technical problems and providing high quality product solutions through the use of agile development and rapid acquisition, engineering, development, prototyping, fabrication, integration and fielding of war fighting and other federal and homeland defense capabilities. The PIF supports current operations, prototype development, modifications and upgrades, sustainment, and bridges technology gaps. The PIF provides support, including delivery of hardware, software and services, to support weapon systems at all phases of the acquisition life cycle. The PIF manages, operates, and maintains a turn-key, customer focused, Government-owned/Government-operated (GOGO) engineering, manufacturing, test, and integration facility capable of effectively executing the functions required to meet organizational mission requirements. The ordering period for the PIF Follow-On contract is three (3) years from date of award. The contract will include a two (2) year award-term. The ordering period shall commence upon the date of award and may continue for a period of up to five years. The minimum guaranteed order shall be $100,000 for the 3 year base period only. The North American Industry Classification System (NAICS) code for this acquisition is 336413, Other Aircraft Parts and Auxiliary Equipment Manufacturing while the small business size standard for this acquisition is 1,000 employees. As a 100 percent set-aside for 8(a) small business concerns, offers from other than 8(a) small business concerns will not be considered. This is a preliminary notice not an RFP. The Government anticipates issuance of draft RFP W58RGZ-11-R-0003 on or about 18 January 2011 with comments required on or about 31 January 2011.
