Description The National Cancer Institute (NCI), Experimental Immunology Branch Flow Cytometry Facility plans to procure on a sole source basis the services of BD Biosciences, 2350 Qume Drive, San Jose, CA 95131-1807 to provide a service contract for Government owned instrument listed here: a) FACSARIA II Special Order 6-Laser System, SN P69500128 b) Laser Component of SN P69500128, Sapphire 488-50 Blue Laser SN 5363 c) Laser Component of SN P69500128, 640-50 Red Laser SN 5364 d) Laser Component of SN P69500128, 594-200 Yellow Laser SN 5369 e) Laser Component of SN P69500128, 405-100 Violet Laser SN 5368 f) Laser Component of SN P69500128, UV 100mW Laser, SN 5370 g) Laser Component of SN P69500128, 561-100 Lt Grn Laser, SN 5371 This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The North American Industry Classification System code is 811219 and the business size standard is $19.0 Million. Period of Performance: Performance shall be from March 1, 2011 to October 31, 2011 or nine (9) months from date of award whichever is later. These instruments are located at the National Institute of Health (NIH) National Cancer Institute's (NCI) Bldg 10, Bethesda, MD 20892. Contractor shall perform two (2) preventive maintenance inspections during the contract period. Service shall be performed by technically qualified factory trained personnel. Emergency repair services shall be provided on an unlimited basis during the term of this contract. Contractor shall furnish all required replacement parts including shipping costs, with the exception of consumable parts to include batteries and excluding glassware. Parts shall be new or re-manufactured to original equipment specifications. The Contractor, BD Bioscience designed and fabricated the instrument. BD is the only organization with spare parts and engineering expertise to supply this service contract. BD Biosciences has many trained service representatives in the immediate area in order to meet response times. These representatives are uniquely qualified as they are trained by the manufacturer and the manufacturer provides frequent updated continuing education for them. They are the only qualified company to provide software and hardware upgrades. BD Biosciences maintains a full inventory of parts in their warehouse that can arrive on-site by the following morning to replace items and return equipment to service immediately. The instruments are uniquely designed for NCI / EIB, the manufacturer is the only vendor familiar with their service requirements. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI Office of Acquisitions on or before 11:00 AM EST on January 21, 2011. No electronic capability statements will be accepted (i.e. email or fax), an original and one copy must be sent to the NCI Office of Acquisitions at the address stated above. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
