- Market Survey for ABA Financial Support Services ContractIn accordance with AMS 3.2.1.2.1 of the Federal Aviation Administration Acquisition Management System (FAA AMS), Industry is hereby notified that the FAA has a potential maximum seven-year contract requirement to provide Information Technology support and expertise in the areas of: 1.Program Management2.Enterprise Architecture3.Project Management Office (PMO)4.Change and Configuration Management5.Application Development 6.Business Intelligence and Reporting 7.Infrastructure and Operations 8.Information Security9.Quality Assurance10.Independent Validation and Verification (IV&V)11.Business Process Reengineering12.Special Projects; Other IT related requirements necessary to support the financial business processes of the FAA. This Market Survey has three purposes: To gain knowledge of interested and qualified vendors who can provide in the above identified areas. Provide the basis of a down-select if an open competition ensues.Request comments on the draft SOW from potential biddersThis is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach, nor should it be construed as a commitment by the Government. The Government will not reimburse any costs for providing information, documentation, and or data submitted or preparation costs for submittals in response to this notice.The FAA is not seeking or accepting unsolicited proposals. Since this is for information and planning purposes, no evaluation letters or results will be issued to respondents. The primary North American Industry Classification System Codes for this requirement are:541611 Administrative Management and General Management Consulting Services 541512 Computer Systems Design Services541511 Custom Computer Programming Services Interested vendors are to provide responses to the questions provided, statements of interest and capabilities from all interested vendors. Responses to this questionnaire will aid the FAA in its determination as to whether adequate competition exists and determine if this requirement will be a set aside for small businesses. In order to make this determination the FAA requires the following information from interested vendors:1.Identify your business size: large, small, small disadvantaged, woman-owned or small service-disabled veteran-owned business. 2.Does your firm currently have a contract with another agency of the Federal Government providing the same or similar scope as the attached draft SOW?3.Are the work categories in the SOW in alignment with current industry requirements for Enterprise Resource Management Software implementation and maintenance support contracts? Please recommend additional or other ways FAA could organize these services to get the best value and best offers.7.Please recommend if these services should be grouped together on one contract or if another acquisition is recommended.8.Please provide additional comments regarding the SOW to assist the FAA in achieving the highest overall cost savings, and product (s) availability (e.g., longer delivery timeframes, pricing methods).9.Please identify and prioritize what criteria or key discriminators the FAA could consider in making any vendor down-select or award decisions.10.Please provide a recommendation on the following proposed mandatory requirements: a.Five years Prime contractor experience working with Oracle eBusiness Suite for Public Sector Financials b.Five years experience as a Prime contractor in developing and managing data warehouse and providing business intelligence services.c.Five Years experience in working with PeopleSoft Projects or similar cost accounting information system.11.Will these proposed mandatory requirements assist the FAA to get the best possible vendor? Will they restrict competition?12.If you are a small business, please recommend, by SBA category, realistic small business percentage of work requirements for a small business contracting plan for this type of work and size of contract.NOTE: SHOULD A REQUEST FOR PROPOSAL (RFP) BE ISSUED AS A RESULT OF THIS MARKET SURVEY ONLY THOSE VENDORS THAT RESPOND SUCCESSFULLY TO THIS MARKET SURVERY ANNOUNCEMENT WILL RECEIVE THE RFP AND BE CONSIDERED FOR AWARD. Business Declaration - Vendors must complete and submit the attached Business Declaration form. Vendor responses to the questions above must not exceed 20 pages in length (excluding cover letter). Comments on Draft SOW - Vendors may provide comments or suggestions regarding the Draft SOW. Comments on the Draft SOW are not considered part of the question answering submission page limit. The government may or may not incorporate changes into the draft SOW based on the submitted comments.All submissions must be received by 12:00 noon, Eastern Standard Time, on February 3, 2010. Complete submissions received after this date will be determined late and will not be considered.
