- Vendor Survey This Sources Sought is a Market Survey to obtain information for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Naval Research Laboratory. However, to be considered for future solicitations interested parties must respond to this survey. The purpose of this survey is to identify qualified sources capable of performing the work described herein; to improve the Government's understanding of the current marketplace; obtain information on available technology and innovative approaches that may fulfill its mission need; to gain insight into industry capabilities and best practices; and to determine the pool of qualified sources for future solicitations. Interested parties are advised that the Naval Research Laboratory will not pay for any information or administrative costs incurred which are associated with any response received from industry in response to this notice. Therefore, any costs associated with submissions will be solely at the interested party's expense. Final determination by the Government not to open future requirements to competition, based on any information provided, is solely within the discretion of the Government. The Naval Research Laboratory; Naval Center for Space Technology requires composite square and round tubes and flat gusset plates for the Microwave Imaging Sounder instrument for the Defense Weather Satellite Spacecraft. The composite tubes and gusset plates are build-to-print items fabricated from a combination of T300/977-6, M46J/977-6, and M55J/977-6 unidirectional, pre-impregnated, graphite-epoxy tapes. This is a Class A operational mission as defined by DOD-HDBK-343. Companies providing parts for this program must have experience with Class A programs. Companies must have previous experience working with these fiber-resin systems. The company will be required to establish via testing the B-basis material allowable for each unique layup used in the fabrication of the composite tubes and gusset plates. To be considered for future requirements all interested parties must respond to this notice and complete the Sources Sought Survey enclosed with this notice. Responses will be evaluated to obtain data on the company's capabilities, quality controls, and product assurance. Please review survey completely before completing. Data submitted in response to this market survey will not be returned. No solicitation documents exist at this time, and calls requesting a solicitation will not be answered. All interested parties are encouraged to respond to this notice, by e-mail to paul.gilroy@nrl.navy.mil no later than close of business on January 31, 2011.
