Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format prescribed in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is N40442-11-T-7227, and it is being issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-48, effective 30 DEC 2010. NAICS code 238220 applies. This is a small business set-aside. Military Sealift Fleet Support Command (MSFSC), Norfolk, VA intends to award a firm fixed price purchase order for USNS Comfort for the following parts and service: The requested period of performance for the above service is 20 January 2011 - 4 March 2011. STATEMENT OF WORK: Provide services of an EPA and OSHA qualified marine repair firm specialized in Tank Cleaning to clean various Tanks. 1. Statement of Work: Provide the services of a qualified marine AC&R company to service three (3) 500 Ton Carrier A/C units. Perform all the following work: 1. Open and inspect condensers for tube fouling and divider plate gasket positioning. Clean tubes. 2. Remove refrigerant from chiller # 1. a. Open and inspect float assembly for Carrier recommended 5-year inspection. Submit a condition report on findings. Close up same with new gaskets. b. Change refrigerant filter, oil strainer, oil filters and oil. c. Evacuate system and recharge with refrigerant that was removed from system and add any additional refrigerant. (Government Furnished Material, GFM). d. Start and test operation. 3. Remove refrigerant from chiller #2. a. Open and inspect float assembly for Carrier recommended 5-year inspection. Submit a condition report on findings. Close up same with new gaskets. b. Change refrigerant filter, oil strainer, oil filters and oil. c. Evacuate system and recharge with refrigerant that was removed from system and add any additional refrigerant. (GFM.) d. Start and test operation. 4. Remove refrigerant from chiller #3. a. Weigh refrigerant charge to determine amount of refrigerant need to fully charge chiller. b. Open and inspect float assembly for Carrier recommended 5-year inspection. Submit a condition report on findings. Close up same with new gaskets. c. Change refrigerant filter, oil strainer, oil filters and oil. d. Pressurize system with nitrogen to 150 psi and leak check unit. Submit a condition report with findings and recommended repairs. Leak check to be completed with condenser heads off. e. Evacuate system and recharge with refrigerant that was removed from system and add any additional refrigerant. (GFM). f. Start and test operation. 5. Procure and install new selector switch for pump out system. 6. Procure three new refrigerant hoses for pump out unit. 7. Repair chiller pipe insulation in the overhead.
